Scrutiny Forward Work Programme 2012/13


Purpose of the Report

1.             To consider a work programme for the Scrutiny Committee (Housing and Public Protection) for 2012/13.


1.             The Scrutiny Committee is requested to:

(a)       Confirm its work programme for 2012/13 as detailed in paragraphs 4 - 6.

(b)       Select a priority topic for review, to be put forward to the Scrutiny Committee Chairmen and Vice-Chairmen Group for consideration and determination.

(c)        Appoint Members to a politically balanced Task and Finish Group to consist of six members (3:1:1:1) subject to (b) above being agreed.

Reason for the Recommendation

1.             To confirm the Committee's work programme for 2012/13.


2.             The Council's Constitution provides that a Scrutiny Committee should determine its work programme for each financial year.  The work programme also informs the Annual Report which has to be presented to all Scrutiny Committees for approval and reported to Full Council.  The report will also include the workings of the Committees, any recommendations for future work programmes and any recommendations for amending working methods if appropriate.

Relevant Issues and Options

3.             The purpose of a forward work programme is to be help to ensure non-Executive Councillors achieve organisation and focus in the undertaking of enquiries by the scrutiny process and to support and challenge the Council's decision-making process and to monitor and review progress in relation to the Council's performance management framework.

4.             In undertaking their monitoring and evaluation roles throughout the year all Scrutiny Committees will be considering as part of their work programme the following standard monitoring items:

·         Service plans annual reporting

·         Quarterly service performance monitoring

·         Monthly revenue and capital expenditure monitoring

·         Closure of accounts in the month of July

·         Budget proposals annual reporting in November

·         Improvement Plan annual report

·         Corporate Plan monitoring

·         Scrutiny Committees' Annual Report

·         Decision tracking of the relevant Committee's recommendations (in order to evaluate and monitor scrutiny performance) - quarterly basis

·         Progress reports on various Committee recommendations

·         Any improvement and national studies received during the year

·         The receipt of other reports as determined by the Committee as and when appropriate

·         Requests for Consideration of Matter and Call-ins as requested by any Member of the Council for the relevant Scrutiny Committee under the Procedure Rules as defined in the Council's Constitution.

5.             This Scrutiny Committee will also receive the following reports when available and any further reports requested by the Committee which will be timetabled in the work programme and / or monitored through its decision tracking throughout the year:

·         Local Housing Strategy Monitoring six monthly update report

·         Financial Inclusion (draft joint strategy)

·         Introduction of Local Letting Policy - Awbery House, Barry

·         Update reports on future developments in regard to the Supporting People Operational Plan, in particular implications for the Council’s existing warden service for sheltered housing accommodation

·         Welfare Benefit Reform detailed assessment of potential impact

·         Target Hardening to the Homes of Victims of Domestic Abuse best practice report

·         Target Hardening Pilot report

·         Anti Social Behaviour DVD progress report

·         Police and Crime Commissioners progress report

·         Police and Crime Panels report regarding operation arrangements

·         Tenant Participation Strategy six monthly progress reports monitoring Public Sector Housing performance against the Action Plan

·         Tenant Participation Strategy - Head of Housing to submit details of proposed targets

·         Welsh Housing Quality Standards (WHQS) updates.

6.             In addition to the above, the Scrutiny Committee is also requested to propose a topic for an in-depth potential review which will be suitable for a Task and Finish exercise to be undertaken by a small group of Members and officers from the relevant Scrutiny Committee.  Each Scrutiny Committee is being asked to make a proposal which will be put forward to the Scrutiny Committee Chairmen and Vice-Chairmen Group, who will consider the topics and prioritise two from those proposed from all of the five Scrutiny Committees and be undertaken during the current municipal year.

7.             The above process for selecting and undertaking reviews has been adopted in previous years and takes into account the resources currently available specifically for Scrutiny support within the Democratic and Scrutiny Services team.

8.             Members are also requested at this meeting to confirm the names of the members of a Task and Finish Group should the topic from the Committee be agreed.  The Task and Finish Group to consist of six members (3:1:1:1) to be agreed at the meeting or inform the Scrutiny and Committee Services officer as soon as possible thereafter .

9.             Members, although not being specifically asked this year to complete proformas for suggestions for potential review topics due to the Local Government elections, should note that proformas are available for the public and / or Members to complete on the Council's website and via hard copy from the Democratic and Scrutiny Services section.

10.        The limitations due to the level of officer support are set out in the report.  There are no direct financial implications arising from the report itself.

Legal Implications (to Include Human Rights Implications)

11.        None as a direct result of this report.

12.        None as a direct result of this report.

Equal Opportunities Implications (to include Welsh Language issues)

13.        None as a direct result of this report.

Corporate/Service Objectives

14.        The production of the work programme will provide a programme of anticipated work for the forthcoming year.  All the issues in the proposed work programme contribute to the Council's Community Leadership Corporate Objectives.

15.        Having a proper work programme in place makes a positive impact upon the Council's delivery of services, contributes to the delivery of corporate objectives and ensures that work can be undertaken in a timely and well planned manner.

Policy Framework and Budget

16.        The forward work programme falls within the Policy Framework and Budget and is in accordance with the Council's Constitution.  The forward work programme forms part of the Annual Scrutiny Report, which, under Article 6 of the Constitution, will be presented to Full Council.

Consultation (including Ward Member Consultation)

17.        Consultation with all political groups has been undertaken as referred to in paragraph 6 of this report.
