Report of the Director of Legal, Public Protection and Housing Services

 

Scrutiny Committees' Draft Annual Report May 2011 to April 2012

 

Purpose of the Report

1.             To consider the draft 2011/12 Annual Report for the Scrutiny Committees for the municipal year and to confirm the topic for review to be forwarded to the Scrutiny Chairmen and Vice-Chairmen Group for consideration.

Recommendations

1.             That the Scrutiny Committee confirms a topic for review to be forwarded to the Scrutiny Chairmen and Vice-Chairmen Group for consideration and appoints six Members to a politically balanced Task and Finish Group i.e. (3:1:1:1) should the suggested topic be agreed.

2.             That the Scrutiny Committee approves the content of the draft Annual Report for the period May 2011 to April 2012 subject to any further minor amendments being agreed in consultation with the Chairman and that it be submitted to Full Council in September 2012.

Reasons for the Recommendations

1.             To approve a topic for review and agree membership of the Task and Finish Group should the topic be selected.

2.             To approve the draft Scrutiny Committees' Annual Report to allow it to be submitted to Full Council in September 2012.

Background

2.             In accordance with Section 603(d) of Article 6 of the Vale of Glamorgan Council's Constitution Scrutiny Committees must report annually to Full Council on their workings and make recommendations for future work programmes and amended working methods as appropriate.  The Constitution of the Council also provides that Scrutiny Committees determine a work programme for the municipal year and that it is included in the Committees' annual report. 

3.             At the last meeting of the Scrutiny Committee Members were requested to consider topics for review by the next meeting of the Committee in order that the Committee could prioritise a topic to be put forward to the Scrutiny Committee Chairmen and Vice-Chairmen Group. 

Relevant Issues and Options

4.             The Scrutiny Committees' Annual Report attached at Appendix 1 contains details of the work of all the Scrutiny Committees for the previous year together with details of the forward work programme that will include, for example:

  • Performance monitoring
  • Revenue and capital expenditure monitoring
  • Budget proposals annual reporting
  • Service planning annual reporting
  • Decision tracking Committee recommendations
  • Receiving progress reports on various issues and on other matters that the Committee considers.

5.             Each year Scrutiny Committees are requested to consider suggestions for topics for in-depth reviews to be undertaken and which will be prioritised and put forward to the Scrutiny Committee Chairmen and Vice-Chairmen Group to prioritise two topics for review, it being noted that the second review will commence following the completion of the first.

6.             The Committee is  requested to agree a suggested topic to be put forward to the Chairmen and Vice-Chairmen Group and to appoint six members to a politically balanced Task and Finish Group ( i.e 3:1:1:1) should the topic be accepted.

Resource Implications (Financial and Employment and Climate Change, if appropriate)

7.             The Scrutiny budget of £10,000 will be available to assist Scrutiny Members to undertake their role.  The Scrutiny and Committee Services Officers will support Task and Finish Group reviews based on the general assumption that no new group will be established prior to other review work being finalised.

8.             The Council is required to comply with the Local Government Act 2000 and support the legislation in relation to the scrutiny function.

11.        To work with partners to provide leadership and representing and promoting the interests of the local community and engage effectively with citizens and stakeholders.

Policy Framework and Budget

12.        Article 6 of the Council's Constitution requires the Scrutiny Committees' Annual Report to be presented to Full Council.

Consultation (including Ward Member Consultation)

13.        The reporting of Scrutiny Committees' Annual Report is an internal matter and therefore no external consultation is necessary.
