Applications for Dispensation

 

Purpose of the Report

1.         To consider an application to speak / speak and vote received from:

  • Community Councillor C.P. Franks - To speak and vote on issues affecting Dinas Powys Voluntary Concern.
  • Community Councillor K. Hatton - To speak and vote on issues affecting Dinas Powys Voluntary Concern.
  • Community Councillor Mrs. V.M. Hartrey - To speak and vote on issues affecting Dinas Powys Voluntary Concern.
  • Town Councillor Marian Arnold - To speak and vote in any Town Council meetings / discussions in connection with the LDP, save for the Evan Jenkins Charity Candidate Site.
  • Town Councillor Mrs. S.M. Cox - To speak and vote in any Town Council meetings/ discussions in connection with the LDP, save for the Evan Jenkins Charity Candidate Site.
  • Mrs. S.M. Cox - To speak and vote in any Town Council meetings / discussions in connection with the LDP, save for the Evan Jenkins Charity Candidate Site, as Churchwarden of Llanblethian Church.
  • Town Councillor J.R. Harris - To speak and vote at Cowbridge with Llanblethian Town Council during discussions on matters involving the Draft LDP, save for the Evan Jenkins Charity Candidate site.
  • Mr. L. Kellaway (Co-opted Member of the Scrutiny Committee (Lifelong Learning)) - To speak only at meetings of the Committee at which matters relating to the Library Service Review are discussed.

Recommendation

That the Standards Committee consider the applications received to and vote on the matters set out in the completed proforma attached.

Reason for the Recommendation

To comply with regulations on applications for the grant of dispensations to speak / speak and vote.

 

Background

2.         The Standards Committee (Grant of Dispensations) (Wales) Regulations 2001 permits Members to apply to the Standards Committee to speak and, if appropriate, vote on issues which, due to a prejudicial interest, they may not otherwise be able to speak or vote or remain in the room.

Relevant Issues and Options

3.         In order to deal with the applications as quickly as possible it is necessary for the Standards Committee to receive full information of the interests involved and why in the Members' opinion dispensation should be given.  A copy of the relevant applications are attached.

6.         The Council is required to comply with the Standards Committee (Grant of Dispensations) (Wales) Regulations 2001.
