Applications for Dispensation - Llanfair Community Council


Purpose of the Report

  1. Standards Committee, on 6th July 2015, considered requests from Llanfair Community Councillors Ms. R. H. Shaw and Ms. M. Llewellyn to speak and vote when matters relating to a planning application for a solar farm at St. Hilary are considered in view of the proximity of the proposed development to their homes.
  2. It was the decision of the Standards Committee that the applications be deferred in order that further information could be obtained from the Clerk of the Community Council regarding any other members of the Community Council who may be similarly affected.
  3. A copy of an e-mail exchange with the Clerk to Llanfair Community Council is attached at Appendix A, from which it can be seen that none of the Llanfair Community Councillors other than Councillors Shaw and Llewellyn intend to apply for dispensation to speak / speak and vote on the proposed solar farm at St. Hilary.
  4. Copies of the requests for dispensation received from Llanfair Community Councillors Shaw and Llewellyn are attached at Appendix B.


That Committee consider the requests for dispensation to speak and vote on matters concerning the proposed solar farm at St. Hilary submitted by Llanfair Community Councillors Shaw and Llewellyn.

Reason for the Recommendation

To comply with regulations on applications for the grant of dispensations to speak and vote.


  1. The Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 permits Members to apply to the Standards Committee to speak and, if appropriate, vote on issues which, due to a prejudicial interest, they may not otherwise be able to speak or vote or remain in the room.

  1. In order to deal with the applications as quickly as possible it is necessary for the Standards Committee to receive full information of the interests involved and why in the Member's opinion dispensation should be given. Copies of the relevant applications are attached.
