Consultation on the Draft Public Services Ombudsman (Wales) Bill

Purpose of the Report

  1. The Finance Committee of the National Assembly for Wales is calling for evidence on the draft Public Services Ombudsman (Wales) Bill and is seeking views on the draft Bill.

Recommendation

THAT any views of the Standards Committee be forwarded to the Finance Committee of the National Assembly for Wales.

Reason for the Recommendation

To inform the Finance Committee of the National Assembly for Wales of the views of the Standards Committee.

Background

  1. Comments have been sought from the Standards Committee by the Finance Committee of the National Assembly for Wales' Inquiry into the Powers of the Public Services Ombudsman for Wales.
  2. The National Assembly for Wales' Finance Committee was undertaking an Inquiry to consider extending the powers of the Public Services Ombudsman for Wales on the basis that should the evidence support the extension of the Ombudsman's powers the Finance Committee may consider the introduction of the Bill.
  3. The Standards Committee, on 26th February, 2015, considered a consultation document issued by the National Assembly for Wales' Finance Committee and a copy of the minutes of the Standards Committee is attached at Appendix A.

Relevant Issues and Options

  1. The Finance Committee of the National Assembly for Wales has now called for evidence on the draft Public Services Ombudsman (Wales) Bill and has issued a set of consultation questions. Consultees are requested to comment on as many of the questions as are relevant to the Council.
  2. A copy of the questionnaire is attached at Appendix B and a copy of the draft Public Services Ombudsman (Wales) Bill is attached at Appendix C.
  3. Responses to the consultation should be received by the National Assembly for Wales by 18th January, 2016.
