Applications for Dispensation

 

Purpose of the Report

  1. To consider applications for dispensations.

Recommendation

That the Standards Committee consider the applications as set out in the completed proformas attached.

Reason for the Recommendation

To comply with regulations on applications for the grant of dispensations to speak and vote.

Background

  1. The Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 permits Members to apply to the Standards Committee to speak and, if appropriate, vote on issues which, due to a prejudicial interest, they may not otherwise be able to speak or vote or remain in the room.

Relevant Issues and Options

  1. In order to deal with the applications as quickly as possible it is necessary for the Standards Committee to receive full information of the interests involved and why in the Member's opinion dispensation should be given.
  2. Applications for dispensation were received from:
  • Vale of Glamorgan Councillor G. Cox to speak and vote when matters involving the Local Development Plan are discussed, save for the Evan Jenkins Charity Candidate (paragraphs c and h)
  • Vale of Glamorgan Councillor G. John to speak only, when matters involving the Llantwit Major Football Club are discussed (paragraphs d, e and f)
  • Vale of Glamorgan Councillor G. John to speak only, when any matters relating to sports fees (as submitted in the Annual Report from Visible Services) are discussed (paragraphs d, e and f)
  • Vale of Glamorgan Councillor G.C. Kemp to speak and vote when matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c, d and f)
