Report of the Monitoring Officer

 

Code of Conduct Training and Attendance for Vale of Glamorgan Councillors Post 2017 Local Government Elections

 

Purpose of the Report

  1. To advise Members of the Committee of training that is being offered to all Members of the Vale of Glamorgan Council following the elections on 4th May, 2017.

Recommendation

That the contents of the report be noted.

Reason for the Recommendation

To inform Members of the Standards Committee.

Background

  1. The Terms of Reference of the Standards Committee include "5. To advise, train or arrange to train Councillors, Co-opted Members and Church and Parent Governor Representatives on matters relating to Members' Code of Conduct."

Relevant Issues and Options

  1. Following the Local Government elections on 4th May, training on Code of Conduct matters was provided to newly elected Vale of Glamorgan Councillors on 16th and 18th May, 2017. Training sessions were conducted by Debbie Marles, Monitoring Officer. A total of 44 Vale of Glamorgan Councillors attended the training sessions with the remaining three Members being invited to attend further sessions with the Monitoring Officer.
  2. A copy of the presentation that was presented at the training sessions is attached for Committee's information. At the session a video provided by the Public Services Ombudsman for Wales, Nick Bennett, was also shown to all attendees.
  3. Members were also given a series of hypothetical scenarios and given the opportunity to feedback and discuss the same.
  4. Feedback from Members to date has been very positive.
  5. Training for Members of Town / Community Councils in the Vale of Glamorgan will be delivered by the organisation One Voice Wales, the Voice of Community and Town Councils in Wales, and the cost will be met by the Vale of Glamorgan Council. Training sessions will be arranged for later in the year
