Report of the Monitoring Officer

 

Delegated Powers to Consider Applications for Dispensation

 

Purpose of the Report

  1. To apprise Members of the recent use of the Monitoring Officer's Delegated Powers in consultation with the Chairman of the Standards Committee.

Recommendation

That the use of the Monitoring Officer's delegated powers in consultation with the Chairman of the Standards Committee be noted.

Reason for the Recommendation

To note the current situation and compliance with Delegated Powers.

Background

  1. At the Standards Committee meeting on 25th January, 2017, the Standards Committee resolved that the Monitoring Officer, in consultation with the Chairman or, in his or her absence, the Vice-Chairman, be granted delegated powers to consider, refuse and / or approve urgent applications for dispensation on behalf of the Standards Committee and thereafter report the use of such delegation to the next relevant meeting of the Standards Committee. It was also agreed that that delegation be referred to Full Council for approval.
  2. At the Full Council meeting on 1st March, 2017 (Minute No. 957), Full Council resolved that the Monitoring Officer, in consultation with the Chairman or, in his absence, the Vice-Chairman of the Standards Committee be granted delegated powers to consider, refuse or approve urgent applications for dispensation on behalf of the Standards Committee and thereafter report the use of such delegations to the next relevant meeting of the Standards Committee.

Relevant Issues and Options

  1. On 23rd May, 2017 the Monitoring Officer received a number of dispensation applications for consideration prior to the meeting of the Standards Committee and following consultation with the current Chairman, Mr. A. Hallett, the following dispensations were granted:
  • Vale of Glamorgan and Barry Town Councillor Ms. J. Aviet to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor V.J. Bailey to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  • Vale of Glamorgan and Barry Town Councillor Ms. B.E. Brooks to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor Mrs. J. Charles to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  • Vale of Glamorgan and Barry Town Councillor Ms. A. Collins to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs a, c and d)
  • Vale of Glamorgan and Barry Town Councillor Mrs. P. Drake to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor A.D. Hampton to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)

  • Vale of Glamorgan and Llantwit Major Town Councillor G. John to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  • Llantwit Major Town Councillor G. John to speak and vote at meetings of Llantwit Major Town Council where matters involving the Vale of Glamorgan Council's Corporate Plan that relate to the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  • Vale of Glamorgan and Barry Town Councillor Dr. I.J. Johnson to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs a, c and d)
  • Vale of Glamorgan and Penarth Town Councillor Mrs. K. McCaffer to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Llantwit Major Town Councillor Mrs. J.M. Norman to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  • Vale of Glamorgan and Barry Town Councillor Mrs. S. Perkes to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor L. Rowlands to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor S.T. Wiliam to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraphs a, c and d)
  • Vale of Glamorgan Councillor and Barry Town Councillor Mrs. M.R. Wilkinson to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy and Local Development Plan are discussed (paragraphs c and d)
  • Vale of Glamorgan and Llantwit Major Town Councillor E. Williams to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy, Asset Transfer strategy and Local Development Plan are discussed (paragraphs c and d)
  • Vale of Glamorgan and Barry Town Councillor Mrs. M. Wright to speak and vote at meetings of both Councils where matters involving the Vale of Glamorgan Council's Reshaping Services strategy are discussed (paragraph d)
  1. The members referred to in paragraph 4 above were notified in writing as to the decision regarding their individual applications.

  1. This is an internal matter and consultation was necessary only with the Standards Committee Chairman as per the Standards Committee's resolution on 25th January, 2017 and Full Council's resolution on 1st March, 2017.
