North Penarth Open Space Improvement Scheme
The Council is proposing to enhance and upgrade four areas of open space in north Penarth
The Council has received a substantial amount of section 106 funding following negotiations with the developers at the Penarth Heights housing scheme and is proposing to use it to upgrade and enhance open spaces in the area. The open spaces being considered are:
- The Dingle Open Space, Windsor Road;
- Plassey Square Open Space;
- Paget Road Open Space; and
- Cogan Recreation Ground

Paget Road Play Area
A drop-in session will be held on Wednesday 04 April, in Bellevue Pavillion, to showcase the plans for the upgraded play area, multi-use games area and the new footpath. Residents are invited to pop in at anytime between 16:00 - 18:00 to view the plans and ask the team any questions. Works are due to begin on site the week commencing 23 April.
Unfortunately, trees had to be removed to enable access for contractors to undertake works to upgrade the play area, Multi-use games area and to create improved access for pedestrians into the park.
Consultation was undertaken in the summer of 2016 on the overall proposals and the only way to facilitate the works was to remove the trees. The works are programmed to commence in spring 2018.
Consultation was also undertaken with members of the Penarth Civic Society on 15 November where the reasons for the removal of the trees was explained. The Council agreed to undertake additional management to nearby woodland to mitigate for the loss of the trees. Additionally 7 semi-mature trees have recently been planted at Plassey Square.
The Council is pleased to announce that the plans for Paget Road Play Area and Multi-Use Games Area are in the final draft stages. The proposals are currently out to tender, and the planning application for the lighting has been submitted for consideration. The Council hope to appoint the contractor by mid-February.

Tree and wildflower planting final phase of Plassey Square upgrade
Work to plant additional trees and wildflowers around Plassey Square will commence in the coming weeks. Taking on board feedback from the consultation, the tree planting will form an avenue along Harbour View Road. The aim will be to define the space whilst not obscuring the views onto the park from adjacent houses around the Square.
Work to refurbish Penarth parks continues apace, with new-look play areas at Plassey Square and Cwrt Y Vil set to open in time for the Easter Holidays.
In total £600,000 has been set aside for improvements to North Penarth parks in a scheme that will also include upgrades to Paget Road play area, Cogan Recreation Ground skate park and Dingle Park. Additional work to renew the Cliff Walk play area is already underway. Read the article in full.
