Why change opening times?
An analysis of the number of people visiting libraries in the Vale has shown that certain times of day are considerably less popular than others. Generally libraries are least busy at the start and end of each day.
Evening opening hours were designed to give access to people who work during the day access to libraries during the week. However, patterns of use show that few people make use of libraries in the evening. Indeed there are occasions when no library customers have visited a library during its last hour of opening. The first half an hour of opening suffers from the same effect.
Reducing opening hours will reduce the cost of running Barry, Cowbridge, Llantwit Major and Penarth libraries. This reduction in opening hours would save the library service in the region of £185,000.
The development of our digital offer of books and other services will be continued and will be promoted further to reach new audiences. E-books and digital content will be increased in order to compensate for the reduced opening hours
