The Chief Inspector for Social Services praises the Vale of Glamorgan in annual report

The Chief Inspector for Social Services has described how a significant programme of service reform is now delivering joined up, community-based social care and health services in the Vale of Glamorgan.


The report sets out the considerable progress made in the areas that were identified for improvement in last year’s evaluation, while also highlighting that that Council has good leadership and clear direction, which continues to produce improved outcomes and the well-being of those who need care and support.


Early intervention and preventative strategies in adult and children’s services are a priority for the Council and the Inspector found good evidence of progress, highlighting specifically the way in which the Council’s reablement services, which helps people regain the ability to look after themselves following illness or injury, along with an integrated hospital discharge service incorporating the customer contact centre, have contributed to far fewer people experiencing a delay in being discharged from hospital.


The report also found that the Vale’s children and young people services consistently achieve statutory targets and improve the lives of looked-after children. Nearly 90% of initial assessments and 95% of the core assessments are completed within timescales required and both are above the national average. Performance in holding initial child protection reviews, core group meetings and child protection reviews is also very strong with rates at nearly 100% in all three areas, again above the national average.


The Leader of the Council, Councillor Neil Moore, said: “We highly value the work carried out by our dedicated staff, often in very difficult circumstances. The Council has benefited greatly from having a stable and committed workforce, who make an invaluable contribution to improving the quality of life of both service users and carers.  This positive endorsement from the Chief Inspector is especially welcome in light of the immense challenges that we face as budgets are cut year on year.”


Director of Social Services, Phil Evans, said: “This report gives well deserved credit to the hard working staff who help and support, each and every day, the many residents of the Vale who experience personal and family struggles or crisis. The findings of the annual evaluation show that we have achieved much but also that we are always looking for ways of delivering still more service improvements.”


The Chief Inspector has now set new areas for improvement for the Vale. The Council will now, for example, work to improve rates of care plan reviews and to promote the use of direct payments for people who use the community mental health service.
