The law on graffiti 
Our Council enforcement and compliance officers
May issue fixed penalty notices to those committing minor
acts. Police and community support officers also have this
power.
Other rights
Under sections 48-52 of the Anti Social Behaviour Act 2003
they can issue a 'defacement removal notice' to
owners of street furniture and educational institutions whose
property is defaced with graffiti.
Similarly it is an offence to sell aerosol spray paints to
those under 16 years. Our trading standard officers investigate the
extent of spray paint graffiti yearly and take action to tackle
illegal sales.
