Welcome to the
Vale of Glamorgan Council

Alleygates project

Background

The Alleygates project is intended to make your community an even safer one and involves installing high quality, laser cut steel, galvanised and powder coated, fully lockable gates. These gates are also attractive in design and are fitted to the rear lanes or alleys at the back of your homes.

Benefits

Alley gates are a real deterrent to burglars and help to stop the anti-social and illegal activities such as fly tipping, graffiti, underage drinking, prostitution and drug abuse.

Partners

The Vale of Glamorgan Council has formed a partnership with the South Wales Police to deliver these gates. In addition members of the group are the other Emergency Services – Fire, Ambulance.

Access

You will have a key to your back lane. This key will open all of the gates leading to the back of your house but it will not open any other alley gate. Master keys are held by the Council, the police, the other emergency services and various utility companies.

Traffic orders

To facilitate the closing of the lanes a traffic order is in place. The powers are contained within Sections 1 and 2 of the Road Traffic Regulation Act 1984. Statutory Consultation with all prescribed bodies is carried out and signs are displayed on site and in the local press advising of the Council’s proposals. In addition letters are sent to each property.

The South Wales Police takes the lead in determining the proposed locations of the alley gates – the areas with the highest incidence of crime being targeted.

Finance

Additional funds are needed by the Council to carry out the alley gates. Grants have been available from the Police, the National Assembly for Wales and European Funding. The Council will seek all avenues of funding to provide and maintain the gates.

Who owns the lanes?

Where adopted highways, these lanes will remain adopted and controlled/maintained by the Council. Where private they will remain private. They will of course be much safer locations and provide a quiet haven for family use.

Maintenance

Most gates are maintained by the Vale of Glamorgan Council. Gates on private housing association land will be maintained by the Housing Association.
