Licensing in the Private Rented Sector
The Housing Act 2004 aims to improve
housing standards for tenants renting accommodation in the private
rented sector.
The new legislation introduces a number of measures that will
impact on the private rented sector and in particular the licensing
of Houses in Multiple Occupation (HMOs).
The Housing Act 2004 received royal assent in November 2004. The
Government has recently published a timetable of implementation for
the Housing Act 2004 and HMO licensing is due to be implemented in
April 2006 - although in Wales it may be slightly later.

At a recent meeting of the Private Sector Housing Landlords'
Forum, information regarding the National Mandatory Licensing of
Houses in Multiple Occupation was provided to the many local
landlords and letting agents who attended. Information has also
been sent to landlords of those properties which are currently
known to the authority as needing a license.
We plan to hold further briefing sessions for landlords on the
HMO changes during Winter 2005/2006 throughout the Vale at a
variety of times and locations to enable landlords to attend a
convenient session.
