Licensing
Local Authorities have been given a discretionary power to
declare all or part of its area to be subject to additional
licensing.
This licensing would cover HMOs that are not subject to
Mandatory Licensing.
The licensing scheme can not operate for more than five
years.
The designation of an Additional Licensing Scheme would require
confirmation by the Welsh Assembly Government.
