August 2011
Review of Supporting People
The review was commissioned by the Deputy
Minister for Housing and Regeneration at the end of 2009 and
carried out by an independent team led by Prof. Sir Mansel Aylward
CB. The report was accepted by the Deputy Minister for Housing and
Regeneration towards the end of 2010.
The review is being overseen by the Supporting
People Steering Board and the Housing Programme Board. Under this
structure there are three work streams which are each taking
responsibility for different recommendations. For further

A virtual group, with representation from all
organisations concerned in the field of housing related support,
who wish to be engaged has been formed. This group receives updates
on the work streams and are contacted for feedback on issues and
proposals. This ensures that anyone who wants to input into the
work is able to. If you would like to join the virtual group you
can do so by emailing SupportingPeople@wales.gsi.gov.uk

Floating Support Services
At the start of 2011 the Supporting People
team began a tender exercise to secure the TESS, Staying Put and
Independence Schemes. The process is now complete and the
successful service providers have been awarded contracts to deliver
these services from 1st July 2011.
The service providers delivering these
services are: Taff Housing Association,
Hafod Care, Reach, Solas Cymru, Atal Y Fro and
Llamau.
Referrals to these services are made via the
Supporting People team, you can find out how to make a referral
here. If you have any
queries in relation to these contracts please contact Supporting People.
New Forms
As part of the new contracts, so of the forms
used by service providers have been updated. The new forms can be
found on the Forms and Documents page.

New Training for Support Organisations
Cymorth have a new team
member – Michelle O’Sullivan. Michelle is a Mental Health Expert
Trainer and has a great deal of experience in housing related
support, mental health and working with women and young people.
With this in mind, Cymorth are now able to
offer the following one or two day sessions for delivery within
support organisations for groups of staff:
- Introduction to Housing Related Support
- Mental Health First Aid
- Mental Health Awareness
- Youth Mental Health First Aid
- Young People and Emotional Health
- Deprivation of Liberty
- Domestic Abuse Awareness
- Domestic Abuse – Breaking the Cycle
Additional courses are also offered, tailored
to the organisation’s requirements. Please contact Cymorth

Nest Programme
Nest is a new Welsh Assembly Government
programme designed to help people that are finding it difficult to
pay their energy bills. The scheme offers householders a
range of free home improvements to help them heat their homes more
efficiently and stay warm without facing huge energy bills.
To obtain Nest energy improvement work you
must be receiving a means tested benefit, your property must have
an energy efficiency rating of F or G and be privately owned or
privately rented.
Nest is the Welsh Assembly Government’s New
Fuel Poverty Scheme and British Gas is the delivery partner for the
scheme.

New Consent for Disclosure Form
The Supporting People team has updated the
Consent for
Disclosure form in order to meet the requirements of the
Council's Housing Benefit department. This form should now be used
for all referrals to Supporting People.
Payment Invoices
A reminder to all service providers to submit your payment
invoices on time. Pam Toms, Supporting People Manager, will be
contacting the relevant contact within each organisation with the
updated payment figures this month.

Supporting People Newsletter
After a short delay, the Supporting People newsletter is now in
the process of being distributed to all service users via their
support provider. This includes people receiving floating support
and people living in supported housing (including the refuge) and
sheltered housing.
Information Circulated to Service Providers
New INAM (Individual Needs Assessment Mechanism)
Form
The Supporting People team have updated the INAM form to
include up to date equality monitoring categories and to enable to
form to be completed more accurately. All service providers,
agencies and individuals making a referral to Supporting People for
housing related support will need to complete the new
INAM.

ONLINE Service User Questionnaires
Online versions of the service users questionnaires that are
used by the Supporting People Contract Monitoring Officers are now
available on the Councils website. Please encourage your service
users to feedback to Supporting People and tell us what they think
of services. The questionnaires are available here.
Look out for the First Supporting People Newsletter!

As part of the Service User Involvement Framework and related
action plan, Supporting People have written their first
newsletter!
The newsletter includes a round-up of SP news from 2010, service
provider and service user success stories and a look forward into
2011. The newsletter is aimed at Supporting Peoples partners,
stakeholders, service providers and service users.
We anticipate the newsletter to be distributed by the end
of January.
Securing Service Providers for the TESS, Staying Put and
Independence Floating Support Schemes
The current TESS contracts expire on the 31st March 2011 and so
the Supporting People team are in the process of securing these
services in order to have new contracts in place for the 1st April
2011.
The Staying Put and Independence Schemes are new services and so
will also require full contracts from April 2011.
