Development Plans
Under the provisions of the Local Government (Wales) Act 1994
each local authority in Wales was required to prepare a Unitary
Development Plan (UDP) for its administrative area. The Council
subsequently prepared and adopted its UDP in April 2005. The UDP
constitutes the development plan and sets out the Council’s
policies and proposals for the development and use of land in the
Vale of Glamorgan. Section 70 (2) of the 1990 Town and Country
Planning Act and Section 38 (6) of the Planning and Compulsory
Purchase Act 2004 requires that a planning application is
determined in accordance with the development plan unless material
considerations indicate otherwise. Development plans give
developers and the public certainty about the type of development
that will be permitted at a given location.

1996 - 2011
This index has been produced in compliance with the Town and
Country Planning (Development Plan) Regulations 1991 and Section 28
of the Town and Country Planning (Development Plan) (Amendment)
Regulations 1997 and contains information on the Council’s
development plan.
The Vale of Glamorgan Adopted Unitary Development Plan 1996-2011 (UDP)
constitutes the development plan for the authority. You can

The UDP provides the strategic and detailed policy framework for
the Vale of Glamorgan and supersedes the various local and
structure plans previously in force. The Council notified the Welsh
Assembly Government of its intention to adopt the UDP on 1st March
2005 and it was formally adopted on 18th April 2005.
The Vale of Glamorgan Local Development Plan
2011 – 2026
It should be noted that on 1st February 2006, the Council
resolved to commence work on the preparation of a Local Development
Plan (LDP) for the Vale of Glamorgan in accordance with Part 6
of the Planning and Compulsory Purchase Act 2004.
