Your Vale - Your Future
The Vale of Glamorgan Council is preparing a new Local
Development Plan (LDP), which will set out how land within the Vale
is used between 2011 and 2026. This includes everything from
housing developments, community facilities and employment
opportunities to transport, waste management and retailing. The
proposals and policies in the LDP will eventually replace those in
the Adopted Unitary Development Plan 1996 - 2011.

Draft Preferred Strategy and Initial Sustainability Appraisal
Report
The production of a Draft Preferred Strategy is one of the first
stages in the production of the LDP. The strategy will not allocate
sites for development but will establish key strategic objectives
for the Plan. In addition a suite of overarching or strategic
policies will inform the more detailed site-specific policies
and allocations that will be the subject of further consultation at
a later stage.
The six week consultation took place between 16th
January 2008 and 27th February 2008. The Council is
currently considering representations and anticipates reporting
back to Cabinet in Summer 2008.

What's happened so far?
Delivery Agreement
In August 2006 the Council produced a Delivery Agreement, which
set out the timetable for the preparation of the Plan together with
a Community Involvement Scheme that describes how and when
stakeholders, including the general public, can get involved. In
accordance with Regulation 9(5) of the Town and Country Planning
(Local Development Plan)(Wales) Regulations 2005, the Council
sought agreement from the Welsh Assembly Government in August 2007
to amend the timetable shown in the Approved Delivery Agreement.
The Revised
Delivery Agreement includes the amended timetable as approved
by the Welsh Assembly Government in October 2007. The Welsh
Assembly Government has also published a document entitled
Planning Your
Community (July 2006) which seeks to encourage community
involvement in the new Local Development Plan process in Wales.

response
Vision
In January 2007, the Council agreed that the vision contained
within the Vale of Glamorgan Community Strategy (2003-2013) is
adopted as the vision for the LDP.
The vision has informed the development of the LDP draft
preferred strategy which is currently subject to
consultation.

Candidate Sites Stage
The Council invited developers, landowners and other interested
parties to nominate “candidate sites” for potential inclusion in
the emerging LDP between 4th December 2006 and
31st January 2007. Although the Council accepted
late submissions until the 27th February 2008, there is
no guarantee that they will be considered as part of the candidate
site assessment process. In accordance with the LDP Manual, the
Council has compiled the candidate sites into a register and
published 3 subsequent addendums. In due course the Council will
apply a 3 stage filtering mechanism to assess the suitability of
the candidate sites. Copies of the Candidate Site Register and
addendums are available for viewing at Vale of Glamorgan Council
main offices and at all Public Libraries.
Draft Preferred Strategy
The Council held a workshop for relevant stakeholders on 24th
May 2007 to discuss a range of potential strategy options for the
LDP. Six options were initially assessed and stakeholders suggested
and considered a further 3 options at the workshop. A further
workshop was held on the 25th July 2007 at which officers from a
range of service areas of the Council gave their views on each of
the strategy options. The findings of both workshops will be used
as a foundation for the Council's emerging LDP draft preferred
strategy that was consulted on in January and
February 2008.
The Environmental Assessment of Plans and Programmes
(Wales) Regulations 2004
On Monday 14th August 2006, the Vale of Glamorgan
Council, as the responsible authority, determined that the Vale of
Glamorgan Local Development Plan (LDP) is likely to have
significant environmental effects and accordingly a Strategic
Environmental Assessment will be carried out during the preparation
of the Plan and any subsequent reviews of the Plan. You can view

Sustainability Appraisal - Approved Scoping Report

Consultation on the Council’s Sustainability Appraisal Draft
Scoping report was undertaken between the 12th February and the
19th March 2007. Responses to the consultation exercise and
proposed amendments to the scoping report were reported to the
Council’s Cabinet on the 6th June 2007.
The Approved
Scoping Report (PDF 3.6MB) outlines the initial stage of the
Sustainability Appraisal process and establishes the sustainability
context and the baseline information for the Vale of Glamorgan. In
addition it sets out the sustainability objectives against which
the LDP will be assessed during its preparation.
Prior to drafting the Scoping Report, the Council held an
external stakeholder workshop with the environmental consultation
bodies and relevant stakeholders on 11th October 2006. In addition,
an internal officer workshop was held on 19th October 2006 to
further discuss the findings of the external stakeholder workshop.
