What is Supplementary Planning Guidance
The Council produces Supplementary Planning
Guidance (SPG) to provide further detail on specific planning
policies and proposals in current development plans.
SPGs help to ensure that the policies or
proposals are better understood and applied more effectively. They
do not have the same status as the adopted development plan
policies but are likely to be used as a material consideration in
determining planning applications.
What Does the Upper Holton Road Development Guidelines SPG
Cover?
The Upper Holton
Road Development Guidlelines SPG seeks to address the
deterioration in the quality of the street scene and retail
environment within Upper Holton Road. It seeks to encourage the
development of higher design standards for a range of developments
relating to commercial properties.

The document also identifies a ‘retail core’
whereby the Council will seek to resist the conversions of retail
premises to other uses. However, outside of this core area the
guidance suggests that the planning department takes a more
flexible approach to the conversion of commercial properties to
residential, provided the conversions meet the necessary design
criteria.
Where Does it Apply to?
The SPG would cover all the properties upon
Holton Road between Court Road and Robert Street (except for Holton
Road Primary School). Meanwhile, the properties on the southern
side of Holton Road between Lower Guthrie Street and Robert Street
are located within the area that the Council proposes should be
established as a retail core and offered further protection.

Consultation
The Council is very keen to hear your views on
the proposals and will take account of them prior to deciding to
formally adopt the SPG.
The consultation period runs from 4
January 2012 to 14
March 2012.
Drop-in-sessions are to be held in the Renewal
Area office at 198 Holton Road, Barry on the following dates:
- Wednesday 18 January 2012
- Thursday 26 January 2012
- Tuesday 7 February 2012.
The offices will be open between 2pm
and 6pm on each of these days when officers will be
available to discuss the project in detail.
