The Children's Partnership

Vision
"To ensure that the Vale of Glamorgan is a place which values
families, listens to children and which gives all children the best
possible start and opportunities in life"
Introduction
The Children's Partnership coordinates inter-agency planning and
development of services for children from 0 to 10 years old. It
recognises the need to put children at the centre of service
planning and that families are of prime importance to this age
group. Supporting families, in many cases, will be necessary to
improve outcomes for children.
The Children's Partnership will ensure that children in
the Vale of Glamorgan:
- Are listened to and are able to contribute to and influence
planning and development;
- Are able to develop to their full potential, particular
attention will be paid to their early formative years and pre-natal
care;
- Receive high quality services matched to their needs;
- Can access services that promote equality and counter the
effects of disadvantage;
- Receive proactive, preventative services.
The Children and Young People's Framework states that
every child is entitled to:
- a flying start in life and the best possible basis for their
future growth and development;
- access to a comprehensive range of educational, training and
learning opportunities, including the acquisition of essential
personal and social skills;
- the best possible physical and mental, social and emotional
health, including freedom from abuse, victimisation and
exploitation;
- access to safe play, leisure, sporting and cultural
activities;
- be listened to, treated with respect, and have their race,
faith and cultural identity recognised;
- enjoy the benefit of a safe home and community that supports
physical and emotional well-being;
- intervention to ensure they are not disadvantaged by
poverty.
Principles
The Partnership will build around the needs of children,
focusing on outcomes for children;
- It will develop indicators of success from the child's
perspective rather than the service perspective.
- It recognises the importance of the family, school and
community and the impact of housing, play facilities, transport,
health care and social services n their development.
In order to achieve the aims of the Framework, the Partnership
will work to:
- Develop what works well, and improve what is working less
well
- Focus on outcomes and manage performance effectively
- Develop universal services
- Promote equality of access
- Ensure child-centredness and involve children and families
fully
- Require all agencies to share priorities and risks
- Support service delivery with a robust workforce strategy to
ensure we have the right number of staff with
- the right skill and knowledge
Additionally the Children's partnership within the Children and
Young People's Framework has responsibility for:
- Determining the strategic priorities and outcomes for Cymorth
for 0 - 10 year olds (0 - 14 year olds for childcare);
- Establishing performance indicators;
- Monitoring and evaluating the agreed actions/targets arising
from the Cymorth plan for their age group.
