Equality Data
Employment Monitoring Data 2006-2007
The Vale of Glamorgan Council, in accordance
with its Equality Schemes, is committed to collecting and
publishing monitoring data relating to its services and employment
practices.
Accordingly, the following information is
provided to meet these commitments. From this data* the Council
will be seeking to identify the causes of any shortfalls, and will
take reasonable but necessary action to address these.
Employees
By way of background, the Council has 4789 employees, with 61
black or other minority ethnic (BME) group employees equating to
1.27% of the workforce. At the last Census in 2001 the Vale of
Glamorgan had a population of 119 292, and a BME group population
of 2576, representing 2.16% of the population.
Equality Training
As part of its on-going equality training programme, Cultural
Awareness Training was provided to 38 employees, Deaf Awareness
Training to 35 employees, and Disability Equality Training to 45
employees during 2006-2007.
Harassment & Bullying Complaints
There have been no reported cases of
harassment and bullying during the year 2006-2007.
Grievance Complaints
The figures for the total number of grievances lodged have not
been supplied. There were 3 grievance appeals, one lodged by a
white Welsh employee and 2 lodged by employees of unknown
ethnicity. 2 of the appellants were male with the other of unknown
gender, with no known or declared disability.
Disciplinary
Based on the data received there were 27
disciplinary decisions made. Of these 1 was a formal oral warning,
13 were first written warnings, 7 were final written warnings and 6
were dismissals. These involved white British employees barring one
final written warning issued to a white Irish employee. In
addition, there were 5 disciplinary appeals, 3 of which were upheld
and 2 of which were overturned and the employees reinstated. All
were made by white British employees, barring one of unknown
ethnicity. 3 employees lodged cases at Employment Tribunal, one
being white Welsh and the other 2 of unknown ethnicity.
Of the 27 disciplinary decisions made, 19 involved men and 8
involved women – none of those involved were known to have or
declared a disability. Of the Employment Appeal appellants, one was
female and two were male – again none declared or was known to have
a disability.
Lifelong Learning
4514 people enrolled on lifelong learning courses in the Vale
during 2006-2007. Of these 0.78% were black or other minority
ethnic group students, 3.61 % were of unknown ethnicity or refused
to provide details, and 95.61% of applicants were white British. In
terms of gender, 74% of applicants were female and 26% male. 9% of
applicants declared a disability.
Libraries
There were 76997 registered library users for the year,
consisting of 45 661 women and 31 336 men. 1091 of these users
identified their ethnicity as black or other minority ethnic group
– representing 1.42% of users. 1236 customers reported that they
were disabled. 968 users identified themselves as Welsh speakers,
and 2880 identified themselves as Welsh learners.
Complaints
All complainants who identified their ethnicity described
themselves as white. 12% identified themselves as disabled. 29% of
complainants were men and 71% women.
* The Council has recently changed the
software system that is used to collect the monitoring data of its
staff. This information is currently incomplete. Work will be
undertaken later in the year to determine and increase the accuracy
of the information.
