Chief Executive -  John Maitland-Evans

  • Provides strategic direction for the Council and leads on the Council's Change Programme.  
  • Supports the political arm of the Council, especially the Cabinet and the Chairman and leads public consultation to ensure the views of all sections of the community are represented to the council.  
  • Involved in Procurement, Community Planning and European Affairs and takes a lead on improving services throughout the Council.  It is also tasked with maintaining the Council's corporate identity, as well as managing media relations and communicating effectively with the public.

Social Services - Phil Evans

The Directorate encompasses the local authority responsibilities for Social Services. It was established in January 2007 and consists of three areas:-

Finance ICT and Property - Director, Sian Davies

Provides support services to all other departments of the Council accountancy and audit services, exchequer services (payroll, creditor payments income collection), the provision of an information and communications technology service and strategic property services.

 

Also provides front line services the collection of council tax and non domestic rates, the payment of housing and council tax benefits and the administration of student loans and grants.  The service aim of the Directorate is to provide sound financial management and control and to deliver quality services focused towards customers needs.

Environmental & Economic Regeneration-Director, Rob Quick

The Environmental and Economic Regeneration Directorate covers a broad and diverse range of environmental and economic responsibilities. The Directorate was established in 2000 and consists of the following Divisions:

 

These are key 'frontline' services that have a high relevance to residents and visitors to the Vale of Glamorgan.

 

Learning and Development - Director, Bryan Jeffreys

The Learning and Development Directorate encompasses the local authority responsibilities for Education and Lifelong Learning, Human Resources and Equalities.

 

The Department has the following aims:

  • In Education and Lifelong Learning, the aim is to develop and promote a culture of lifelong learning for all. 
  • In Human Resources and Equalities the aim is to to manage the Council's workforce, money and assets efficiently and effectively in order to maximise its ability to achieve its service aims.

Legal, Public Protection and Housing Services - Director, Peter H Evans

Legal Services provides advice and undertakes legal work on behalf of the Council, supporting departments and members in achieving their aims and objections, ensuring the Council acts in accordance with the law and representing the Council at court, tribunals and inquiries.

 

Democratic Services provides a mixture of work supporting the democratic process and front-line administrative support while Regulatory Services provides protection for the public, business and other stakeholders by advice and enforcement of matters relating to public health, licensing and trading standards.

 

There are five Divisions within the Legal and Regulatory Directorate, split into a number of Sections.

Housing and Community Safety was previously part of the former Community Services Division and is headed by Alun Billinghurst, head of service.
