Social Services - Director, Phil Evans
The former Community Services Directorate encompasses the local
authority responsibilities for Social Services, Housing and
Community Safety.
The Directorate has recently been restructured into a
Social Services Directorate, with the Housing and Community Safety
function in the process of being reallocated to another
Directorate.
Community Care and Health
The Community Care and Health function seeks to serve
members of the public who need to access Community Care Support.
It will empower service users, make real choices available for
vulnerable people within the community. It works closely with
health colleagues, the voluntary sector and the independent sector
providers to provide and facilitate high quality flexible community
care services available to those that need support. The Community
Care and Health provides services for adults who are older people
and for people with learning disabilities, physical disabilities or
a mental illness. Support is also provided for people who have
sensory impairments, problems with alcohol, drug and for unpaid
carers.
Children and Family Services
Children and Family Services works to promote and safeguard
the well-being of children and young people in need within their
families, and where this is not possible to provide good quality
alternative care. It does this by helping and supporting
children in need whose health and well-being would suffer if the
Council did not provide these services. Children and Family
Services works in close partnership with other statutory agencies,
including health, police and education. It provides services
for fostering and adoption, children with disabilities, child
protection, youth offending, leaving care and looked after
children. Services are also provided for the provision of support
and information for families including drop in groups for parents
and children and courses on different aspects of parenting.
Housing and Community Safety Division
This Division, until January 2007, was part of the former
Community Services Division. It is headed by Alun
Billinghurst, acting head of service. Cabinet will decide
during March 2007 which directorate will assume future
responsbility for these activities.
The Housing and Community Safety Division aims to contribute the
well-being and safety of communities in the Vale of Glamorgan and
to ensure the provision of good quality affordable and appropriate
accommodation for individuals and families. The Housing and
Community Safety Division aims to enable people to live in good
quality affordable housing, reduce crime and the fear of crime and
encourage participation and partnerships in all our services.
The Housing and Community Safety Division provides a management
of Council properties, housing advice and support for elderly and
homelessness, offering vulnerable people the opportunity to live
with greater independence, grants for Housing Assistance and
Disabled Facilities, advice on energy efficiency and initiatives to
reduce crime. The division also provides services relating to
private sector housing, in particular housing in multiple
occupation and caravan sites within the Vale of Glamorgan.
Performance, Commissioning and Strategic Management
The Performance, Commissioning and Strategic Management Division
of the Directorate supports the Directorate through the provision
of services relating to staff, training and development,
facilitating policy development, public information services and
partnership working and the monitoring and improvement in service
delivery and service user satisfaction.
The Performance, Commissioning and Strategic Management Division
facilitates three main key partnerships:
