Biography:
Councillor for Rhoose Ward. Councillor Kemp was born in
Cardiff. Married with two daughters, he has lived in Walterston
since 1983.
Graduating from University College of Wales, Cardiff in 1974
with a Degree in Law and Economics, he subsequently qualified as a
solicitor in 1977 and went on to establish his own practice in
Barry in 1984, before amalgamating with another Barry firm in
