Biography

Councillor Kemp was born in Cardiff. Married
with two daughters, he has lived in Walterston since 1983.
Graduating from University College of Wales,
Cardiff in 1974 with a Degree in Law and Economics, he subsequently
qualified as a solicitor in 1977 and went on to establish his own
practice in Barry in 1984, before amalgamating with another Barry
firm in 1999. He is now a partner in a firm in Bridgend.
He was elected to represent the Rhoose ward on
the Vale of Glamorgan Council in 1999. After a period as Vice
Chairman of the Education Committee he became Cabinet Member for
Human Resources and Equalities and later for Social Services. He
became Leader of the Council following the 2008 elections.
