The following report of the meeting held on 16th April 2008 was submitted.

(d)       Draft Supplemental Planning Evidence: County Treasures -

 

Mr. Haynes declared an interest in this item in that his house was included on the County Treasures list.

 

Cabinet, on 2nd April 2008, had received a report which advised of the draft Supplementary Planning Guidance (SPG) “County Treasures”, which had been developed to support the policies and proposals contained within the Adopted Vale of Glamorgan Unitary Development Plan 2005 (UDP).

 

Once approved, the SPG would be used for development control purposes and would be a material consideration in the determination of planning applications.  A copy of the guidance was attached at Appendix A to the report. 

 

The County Treasures survey uniquely contained a “unified” list of historic built assets found within the Vale of Glamorgan.  It therefore contained listed buildings, Scheduled Ancient Monuments, as well as 362 entries identified as being of “local importance”.  The SPG was designed to provide planning guidance as advice on this locally listed element of the survey. 

 

The document provided information on the following issues:

·     Criteria for Selection and Review

·     Status and Policy Background

·     Planning Control: Strategic Policy Context

·     Planning Control: Detailed Implications

·     Where to View County Treasures.

(1)       T H A T a copy of the report and SPG attached at Appendix A to report be referred to Planning Committee and the Conservation Area Advisory Group for consultation purposes.

 

(2)       T H A T subject to the views of the Planning Committee and the Conservation Area Advisory Group, a consultation exercise be undertaken on the contents of the draft SPG targeting ‘interested parties’. 

 

(3)       T H A T subject to the views of the Planning Committee and the Conservation Area Advisory Group, the draft SPG be approved for interim development control purposes and made available on the Council’s website.

 

(4)       T H A T a further report be presented to Cabinet outlining the responses to the consultation exercise, together with any proposed changes to the draft SPG.”

 

Members of the Group expressed concern that their properties, and properties of individuals known to them, had been included on the County Treasures list without the owners’ knowledge.  Questions were asked about how inclusion on the list would affect the value of the properties, and what affect it would have on any plans to alter the properties.

 

Mr. Haynes stated that the details contained on the list relating to certain properties in the Cowbridge area had been extracted from two books he had co-written.

 

Mr. Robertson in response, stated that the Penarth Society had assisted in the establishment of the County Treasurers list at its inception, and a body of evidence had been accumulated by a co-ordinator and local volunteers.  This work had been carried out many years ago, and little could be done at this stage to correct any ‘wrongs’ as the information was now freely available on the internet.  Mr. Robertson was concerned at comments made about the inclusion of certain properties on the County Treasures list, but pointed out that the County Treasures list had resulted in a body of evidence of places of interest and merit that would not have been available otherwise.

 

Members of the Group were reminded that many of the properties included on the County Treasures list were to be found in conservation areas which had been the subject of Conservation Area Appraisals and which contained descriptions of individual properties.  Such Appraisals were published on the Council’s website.  This process was followed widely by local authorities.

 

Following a full and frank debate on the subject of the County Treasures list, it was

(1)       T H A T consideration of this item stand deferred.

 

(2)       T H A T should any member of the Group have any concerns about the County Treasures list, the Conservation Team of the Council should be informed.

(f)         Future Format and Constitution of Conservation Area Advisory Group -

 

Members of the Group were advised of the contents of a report regarding the future format and constitution of the Group in order to permit consultation and discussion to take place concerning its contents.  A report had been submitted to the extended meeting of the Group on 26th July, 2007 concerning the recommendations of a document entitled “Valuing Distinctive Places”, a report by consultants into conservation area management.  References had been made in this document to the role of the Group and, on this basis, the meeting had advised that “a further report be submitted to a future extended meeting of the Group to present options relating to the future constitution, form and agenda of the Group”.

 

Included within the report was reference to the possibility of the establishment of a “forum” in distinction to the current Group organisation, which might have the following characteristics:

 

-    smaller size

-    wider agenda

-    improved strategic outlook

-    altered membership

-    greater independency.

 

Written representations concerning the future format / constitution of the Group were requested by not later than 16th May 2008. 

 

Discussions ensued on the contents of the report and the following question / answer session ensued:

 

What view has the Council taken regarding the membership of the “Forum”.

 

No view has been taken yet, although it would be good for a representative of the Royal Society of Architects in Wales to be in attendance.

 

Llanmaes Community Council values the Group and expressed a wish that the opportunity to look at “local” issues be not lost.

Town and Community Councils already have an input into the Planning process separate to the Conservation Advisory Group.  It was quite possible that Town and Community Councillors may not attend the Group in future.

 

To whom would the Forum report?

 

To the Planning Committee.

The strength of the Group is its local knowledge, although there would be benefit in the increased use of “specialists”.

 

 

If it works, don’t fix it.

 

 

The Group represents part of the checks and balances of the Council.  The fact that the majority of the members are not specialists is what gives the Group added weight.

 

 

The officers of the Council should be suitably qualified to give an architectural view.  There would be no need for architects to be members of the proposed Forum.

 

We are here to look after our villages.

 

 

If the Council feels it isn’t getting what they want from the Group, perhaps it is because it didn’t train the members well enough.

Members’ attention was drawn to Appendix B of the report which itemised training undertaken by the Group since 2000.

 

The resources required to administer the Forum would be the same even if the number of members were reduced.

 

Change is being forced upon us by resource issues.

 

There is a resource issue, but the Council is, nevertheless, extremely committed to conservation matters.

 

Unease about losing a “machine” that has worked well.

 

 

 

Considerable discussions ensued following which Councillor Mrs. S. Taylor of Llancarfan Community Council proposed that the lay members on the Group meet separately to formulate a response to the consultation document prior to the closing date, and the proposal was AGREED.
