VOLUNTARY SECTOR JOINT LIAISON COMMITTEE

 

MINUTES of a meeting held on 27th February, 2008.

 

Present: Councillor Miss J. Cole (Chairman); Councillor Ms. L. Burnett (Vice-Chairman); Councillors G.A. Cox, Mrs. V.M. Hartrey, C.L. Osborne and Mrs. M.R. Wilkinson.

 

Representatives of Voluntary Sector: Ms. A. Steere (Vale Volunteer Bureau); Mr. R. Bundy (Gorfal Cymru); and Ms. J. Clay (Vale CAB).

AGREED - T H A T the minutes of the meeting held on 12th September, 2007 be accepted.

 

 

859     DECLARATIONS OF INTEREST -

 

There were no declarations received.

 

 

860     VOLUNTARY SECTOR COMPACT (DFICTP) -

 

The Voluntary Sector Compact had previously been considered by the Committee on 7th February 2007 (Minute Nos. 770 and 772 (2) refer):

 

“That as part of the current review of the Compact between the Council and the voluntary sector, the local health authorities and health board be consulted in order to develop a tri partite agreement based on the existing Compact, and that all areas of service provision contained in the existing Compact continue to be included in any future revised Compact.”

 

As had been the practice in previous years, the review of the Compact had been conducted by a Joint Working Group with the voluntary sector to develop an agreement for further consideration by the Committee.  The views of the other partners to the draft document had been sought and would be reported to the Committee in due course.  Once agreement had been reached on a revised Compact, a further report would be brought to the Committee seeking approval to an Action Plan for 2008/09.

 

AGREED - T H A T, subject to the views of the other partner agencies, the revised Compact be referred to Cabinet for consideration.

 

 

861     ALLOCATION OF FUNDING UNDER THE VOLUNTARY ACTION SCHEME 2008/2009 (DFICTP) -

 

A Joint Working Group comprised of the Chairman of the Committee, voluntary sector representatives and officers of the Council met on 7th February, 2008 to consider applications received under the Voluntary Action Scheme and to make recommendations to the Voluntary Sector Joint Liaison Committee as to the award of grants.

 

The sum available for allocation, subject to the necessary funding being approved by Council, was £129,000.  This was based on the current year’s budget provision of £203,000 less £74,000 forward commitments given in 2006 and 2007 to fund two and three year schemes.

 

AGREED - T H A T the Cabinet be requested to consider awarding grants under the Voluntary Action Scheme for 2008/09 as listed below:

862     WALES COUNCIL FOR VOLUNTARY ACTION (WCVA): 2008 LOCAL GOVERNMENT ELECTIONS MANIFESTO (VS) -

 

The Wales Council for Voluntary Action (WCVA) represented a large proportion of the voluntary or third sector in Wales.  WCVA had produced a manifesto for the 2008 local elections on behalf of the voluntary sector.  The Vale of Glamorgan Council had managed to meet several of the goals outlined in the manifesto but it was suggested by voluntary sector representatives that the Council might wish to consider support for the adoption of all aspects of the document.

 

AGREED -

 

(1)       T H A T the Wales Council for Voluntary Action manifesto be noted and circulated to all Members of the Council for information.

 

(2)       T H A T the Wales Council for Voluntary Action manifesto be referred to Cabinet for consideration.
