REPORT OF THE CHIEF EXECUTIVE

 

INTERNAL COMMUNICATIONS STRATEGY

 

 

Purpose of Report

 

1.         To apprise Cabinet of the Council’s proposed Internal Communications Strategy 2007 - 2009 and associated Action Plan and to seek Cabinet endorsement of same.

 

Background

 

2.         The Council’s previous Internal Communications Strategy was adopted in April 2003 and has been implemented. The revised Strategy seeks to further develop the Council’s internal communications over the next two years.

 

Relevant Issues and Options

 

3.         The Strategy establishes aims, objectives and key messages for internal communications. How the various internal communications channels will be used to deliver the Strategy is detailed.

 

Resource Implications (Financial and Employment)

 

4.              Internal communications actions are achievable within current budgets.

 

Legal Implications (to include Human Rights implications)

 

5.         The Strategy aims to help the Council meet the requirements of the Information and Consultation of Employees Regulations 2004.

 

Crime and Disorder Implications

 

6.         There are no crime and disorder implications regarding this report.

 

Equal Opportunities Implications (to include Welsh Language issues)

 

7.         The Strategy endeavours to ensure that all staff have equal access to information.


 

Corporate/Service Objectives (to include stakeholder consultation and voluntary sector implications)

 

8.         The Strategy seeks to help the Council create the internal culture it requires to achieve its corporate priorities.

 

Policy Framework and Budget

 

9.         This report is a matter for Executive decision by the Cabinet.

 

Consultation (including Ward Member Consultation)

 

10.       The revised Strategy was developed in conjunction with the Internal Communications Working Group, which includes officers from across the Council, including union representatives. CMT, Heads of Service and Operational Managers were invited to comment on the draft Strategy.

RECOMMENDATIONS

 

(1)       That the Internal Communications Strategy be endorsed.

 

Reasons for recommendations

 

(1)       To provide an effective base for the development of the Council’s internal communications activities.
