REPORT OF THE DIRECTOR OF LEGAL, PUBLIC PROTECTION AND HOUSING SERVICES

 

PUBLIC PROTECTION – PROPOSED FEES AND CHARGES

 

 

Purpose of Report

 

1.         This report sets out proposals for increases in fees and charges in respect of those functions managed by Public Protection which are the responsibility of the Council’s Executive.

 

Background

 

2.                 The Council delivers a number of chargeable services through the Directorate of Legal, Public Protection and Housing Services.   This report sets out proposals for increases to fees and charges for the financial year 2007/08.    The proposals are set out in Appendix 1 to this report.

 

3.         Due to the discretionary nature of domestic pest control treatment and the need to achieve a balanced budget the fees and charges in respect of pest control will be the subject of a separate report for consideration by Corporate Resources Scrutiny Committee on 26 June 2007. 

 

 

Relevant Issues and Options

 

4.         It is proposed to increase fees and charges to meet the costs of inflation and national pay awards and to reflect more accurately the costs of delivering services. 

 

Resource Implications (financial and employment)

 

5.                 The charges proposed reflect increases in the costs of delivering services and the requirement to obtain additional income to assist in delivering a balanced budget.

 

Legal Implications (to include Human Rights implications)

 

6.         Under relevant legislation the Council is allowed to charge for certain services it provides.  Where actual fees and charges are specified in legislation this is specified in the Appendix.  

 

Crime and Disorder Implications

 

7.      There are no crime and disorder implications as a direct result of this report

 

Equal Opportunities Implications (to include Welsh Language issues)

 

8.      It is hoped that the charges proposed will not preclude any sectors of the residential or business community from accessing the services provided. 

 

 

Corporate/Service Objectives

 

9.         Fees are generally set on a cost recovery basis and income generated directly supports service provision.

10.       This is a matter for Executive Decision by Cabinet.

11.       There is no requirement to consult on these proposals.

RECOMMENDATION

 

(1)               That Cabinet approve the schedule of fees and charges in Appendix 1 to this report.

 

 

Reasons for Recommendations

 

(1)       To ensure fees are increased in line with inflation, statutory requirements and reflect more accurately the actual cost of providing certain services.
