MEMBER REPRESENTATION ON THE BARRY YMCA
Purpose of Report
1. To inform the
Cabinet of the position of Council regarding members attendance and
voting rights on the YMCA.
Background
2.
The YMCA’s Constitution currently does not provide for any Council
nominated representatives. Consequently nominations are
considered at the first meeting after the AGM with restrictions on
voting rights.
3.
The YMCA have been consulting on amendments to their Constitution
and representations have been made to the YMCA that the Council’s
members should be appointed at the Annual General Meeting with full
voting rights.
Relevant Issues and Options
4 The Chief
Executive of the Barry YMCA has now informed me that the proposed
changes to the Constitution have been approved by the YMCA’s board
to the effect that the Council’s representatives will in future be
appointed at the Annual General Meeting and have full voting
rights.
5.
The proposed changes to the YMCA’s Constitution will now be
considered by the Charity Commission which could take up to twelve
weeks but in good time for the next Annual General Meeting.
6.
The position with regard to current membership is that due to the
non-attendance of Council’s nominated representatives at YMCA’s
meetings for a continued period of six months the YMCA’s
Constitution provides that the members are suspended.
7.
Although it is possible to nominate two new members to attend board
meetings with immediate effect the new members will be subject to
the current Constitutional arrangements: ie no voting rights until
the changes are approved by the Charity Commission.

changes proposed by the YMCA board will give the Council’s
representatives full voting rights.

RECOMMENDATIONS
(1)
THAT the position with regard to co-option and
voting rights of Council representative members sitting on the YMCA
Management Board be noted.
(2)
THAT the Cabinet give consideration to nominating
two new members for the period up to the Local Government elections
in May 2008.
Reasons for Recommendations
(1)
To note the proposed changes to the YMCA Constitution.
(2) To consider representation
on the YMCA board to the YMCA’s next Annual General Meeting.
