Report of the Chairman of the Scrutiny Committee (Lifelong
Learning)
Work Programme 2008/09
Purpose of the Report
1.
To propose a work programme for consideration by the Committee
which includes a review of the services and assistance for those
children and young people not in education, training or
employment.
Recommendations
1.
To agree to undertake a review of the services and assistance for
those children and young people not in education, training or
employment
2.
To appoint a small Task and Finish Group to undertake the
review.
3.
To agree the timetable for the Committee work programme as outlined
in Appendix B.
Reasons for the Recommendations
1.
To enable the Committee to agree a review topic for 2008/09.
2.
To progress the review within the stated timescale.
3.
To formalise the work programme.
Background
2.
The Director of Learning and Development presented a report to the
Committee on the 28th July detailing potential areas for the
Committee to focus on in 2008/09.
3.
Following discussion of the report, the Committee agreed that the
Chairman and Vice Chairman be granted authority to determine the
work programme for the Committee, identify a specific issue for
review and produce a timetable for the work programme.
Relevant Issues and Options
4.
The Committee previously identified the implementation of the
Foundation Phase and the Children and Young People's Plan as
priority areas for scrutiny together with ongoing scrutiny of the
School Investment Strategy. These areas of work are currently at
initial implementation/development stages and therefore it is too
early to undertake a detailed review of them in 2008/09.
However, these topics have been included in the work programme for
2008/09 with regular reports timetabled to enable the Committee to
consider progress to date and future direction.

The Committee has also raised concerns about children not in
education, employment and training and identified this as a
potential review topic. A draft scope has been produced for a
review of this issue to enable the Committee to decide if this is
the area they wish to review in 2008/09 and this is attached as
Appendix
A.

Attached as Appendix
B is a draft timetable for the Committee's work
programme. This timetable includes a full list of topics
previously identified for scrutiny as part of the 2008/09 work
programme. The timetable identifies at which meeting it is intended
that information regarding these topics is brought to committee
meetings to enable officers to forward plan and for Members to be
aware of what is scheduled for forthcoming agendas.

The work programme and review will be undertaken within the
available resources.

8.
There are no legal implications arising from this report.
Crime and Disorder Implications
9.
The proposed review would assist in addressing concerns raised by
the HM Inspectorate of Probation in October 2007 regarding the
Youth Offending Service.

issues)
10. The proposed review
and work programme will consider any equal opportunity implications
within relevant services.
