Permission and Conditions of Location Hire

Full details of conditions of hire will be given on the licence/conditions of hire agreement, which film-makers must sign before permission to film is given.

Film-makers should be aware:

• Production/film companies are required to sign a Vale of Glamorgan Council licence/conditions of hire agreement.
• The council requires an outline story plan/script before it can give permission for filming on its property.
• Companies working on location in public places owned or managed by the council must have public liability insurance with a limit of indemnity of not less than £5,000,000 in respect of any one accident or series of accidents arising out of any filming activity. Policies must be produced before filming commences, together with evidence of payment to prove that the insurance cover is valid and current. Full details are given in the licence/conditions of hire agreement.
• The Council requires all film-makers to undertake their own full risk assessment. Copies must be provided before permission to film can be given. If filming is to include any dangerous activities, such as use of weapons, fire or stunts it is the film-maker’s responsibility to inform South Wales Police. If activities are being filmed on the beach or in the sea the film-maker should inform the local Coastguard (01792 366534).
• The Council may require a bond from film-makers as insurance against damage or unforeseen costs (not required for filming on the highway).
• Road closures or interruption to traffic require permission from the Council’s Visible Services Department. Fees are charged for these services. Contact the Operational Manager Highways, details below.
• All filming on the adopted highway must have the prior approval of the South Wales Police. Contact the Operational Manager: Highway Maintenance in the first instance.
