Non Domestic Rating Deferred Payments
2009/2010
The Welsh Assembly Government decided to make regulations
to allow ratepayers to opt to defer payment of 60% of the increase
in 2009-2010 rates bills over their 2008-2009 liability by equal
instalments over the following 2 financial years. These deferred
payments will be paid in 2010-11 and 2011-12.
The RPI in September 2008 was much higher than the level of RPI
in March 2009. Given that the increase in 2009-10 business
rates is based on the September 2008 RPI figure,
ratepayers face a significant increase in their bills from 1
April 2009.
Since September 2008 there has been a rapid reduction
in the RPI and the Welsh Assembly Government announced
that regulations would be made to allow ratepayers in Wales to
opt to pay the RPI increase of 5% in non domestic rates bills for
2009-10 by paying 2% in 2009-10 with the remaining 3% spread over
the following 2 years, 2010-11 and 2011-12. This equates to
approximately 3% of their 2009 – 2010 non domestic rates bills.
The legislation was introduced on the 28th August 2009 and the
Council will contact all qualifying ratepayers with the fact sheet
below.
