Windsor Road is the focal point and main commercial area of Penarth Town.


The lower section of the road i.e. the area from the Barons Court junction along Windsor Road through Cogan, not only forms the gateway to the town centre, but also provides access to Penarth Leisure Centre and Cogan railway station.


The public realm of the area therefore constitutes an important factor in the economic, leisure and tourism prospects of the town.


The front (and where relevant) gable elevations of Nos. 100-172 Windsor Road are currently being renovated by a Council administered “Facelift Scheme.”


The scheme is designed to improve the image of the terrace by restoring a degree of uniformity and consistency to the street scene.

Facelift Grants are being offered to all property owners including owner occupiers and landlords. 


The grants are completely FREE with NO CONDITIONS attached in order to attract maximum participation.


The works are being carried out by local company “Pinit Building and Civil Engineering Ltd.”, and are programmed for completion in June


The grant will cover: 

  • Renew fascia and soffit boards
  • Renew rainwater system

  • Grit blast stonework and jet wash brickwork where unpainted

  • Rake out and repoint joints to stonework and brickwork

  • Redecorate painted features
  • Renew any timber doors and windows
  • Renew bay roof covering, fascia boards and rainwater system
