Welsh Government Social Care Workforce Special Payment Scheme

On 01 May the First Minister announced a £500 payment for care workers. 

 

Welsh Ministers have subsequently issued a Written Statement confirming the eligibility criteria:

The payment will be made to care workers who were employed in an eligible role between 15 March 2020 and 31 May 2020.   

 

HMRC have confirmed that these payments made to employees are regarded as earnings and will be liable for tax, national insurance contributions and student loan repayments, where appropriate.  They will also be included in benefits calculations.

 

All eligible staff will receive a taxable payment of £500 providing they complete and return a claim form to you, their employer (this form is to be retained by you the employer as proof of eligibility).

 

The payments should be made through payroll to ensure the proper treatment of income tax and national insurance, and to facilitate the appropriate notifications to the relevant benefits agencies.

 

The relevant forms are included in the attachments.

 

Form 1 is the employee claim form.  Please send this form to each eligible employee.  These forms are to be returned to and stored by you, the Care Provider:

 

 

Form 3a is a summary of the payments you are planning to make to eligible employees who are directly employed by you and have submitted a valid claim form.  The form should be sent to 500forcarers@valeofglamorgan.gov.uk  This form will be assessed and if approved a payment will be issued and you will be informed whether to proceed with payment in the next scheduled pay run.  Any queries regarding the assessment will be raised as quickly as possible.  Note that an appeals process has been set up of which details will be made available where necessary:

 

 

Form 3b is a list of any eligible agency staff that have submitted a claim form and should be sent to 500forcarers@valeofglamorgan.gov.uk:

 

 

Form 4 is used to submit a final claim form from the Vale of Glamorgan Council after payments have been made to employees to recover employer pension, NI costs and to claim £1 overhead reimbursement:
