Minutes of a meeting held on 20th February, 2017.

825 MINUTES -
RESOLVED - T H A T the minutes of the meeting held on 23rd January, 2017 be approved as a correct record.
826 DECLARATIONS OF INTEREST -
No declarations were received.
827 EXCLUSION OF PRESS AND PUBLIC -
RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.
828 APPLICATION FOR FLEXIBLE RETIREMENT - P (EXEMPT INFORMATION - PARAGRAPHS 13 AND 14) (MD) -
Consideration was given to an application for flexible retirement in respect of one employee within the Managing Director and Resources Directorate.
RESOLVED -
(1) T H A T the flexible retirement of P be approved in accordance with the Council’s Policy subject to no other circumstances arising in the interim whereby the employment would be terminated for a different reason.
(2) T H A T the use of the appropriate delegated powers be endorsed, to enable P to reduce their contracted hours from 37 to 18.5 hours per week to take effect on or around 1st April, 2017 and subject to the parameters set out in paragraphs 6 and 7 of the report.
(3) T H A T the retirement of P from the employee with the Council takes place on or before 31st March, 2018.
Reasons for decisions
(1) To determine the flexible retirement application within the Regulations and to allow for eventuality that may not be known at this time.
(2&3) To achieve the necessary change to the employee’s working hours, to assist the employee’s transition to retirement and to maintain service continuity through a defined succession planning programme.
829 APPLICATION FOR FLEXIBLE RETIREMENT - J (EXEMPT INFORMATION - PARAGRAPHS 13 AND 14) (DEH) -
Consideration was given to an application for flexible retirement in respect of one employee within the Directorate of Environment and Housing.
RESOLVED -
(1) T H A T the flexible retirement of J be approved in accordance with the Council’s Policy subject to no other circumstances arising in the interim whereby the employment would be terminated for a different reason.
(2) T H A T the use of the appropriate delegated powers be endorsed, to enable J to reduce their contracted hours from 37 to 22 hours per week from week commencing 17th April, 2017.
(3) T H A T the retirement of J from the employment of the Council takes place on or before 13th October, 2017.

(1) To determine the flexible retirement application within the Regulations and to allow for eventuality that may not be known at this time.
(2&3) To achieve the necessary change to the employee’s working hours, to assist service continuity, provide appropriate support to assist the employee’s transition to retirement and to contribute to the savings to the service and enable improved succession planning.
830 APPLICATION FOR FLEXIBLE RETIREMENT - R (EXEMPT INFORMATION - PARAGRAPHS 13 AND 14) (IHBMI) -
Consideration was given to an application for flexible retirement in respect of one employee within the Directorate of Social Services.
RESOLVED -
(1) T H A T the flexible retirement of R be approved in accordance with the Council’s Policy subject to no other circumstances arising in the interim whereby the employment would be terminated for a different reason.
(2) T H A T the use of the appropriate delegated powers be endorsed, to enable R to reduce their contracted hours from 37 to 18.5 hours per week from week commencing 1st April, 2017.
(3) T H A T the retirement of R from the employment of the Council takes place on or before 29th June, 2018.

(1) To determine the flexible retirement application within the Regulations and to allow for eventuality that may not be known at this time.
(2&3) To achieve the necessary change to the employee’s working hours, to assist service continuity, provide appropriate support to assist the employee’s transition to retirement and to contribute to the savings to the service and enable improved succession planning.
831 MATTERS WHICH THE CHAIRMAN HAD DECIDED WERE URGENT -
RESOLVED - T H A T the following matter, which the Chairman had decided was urgent, for the reason given beneath the minute heading, be considered.
832 DETERMINATION OF REDUNDANCY / EARLY RETIREMENT - P, H, M AND B (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) (HAS/LM) -
(Urgent by reason that the service needed to issue statutory notices to the employees to facilitate a service closure)
Consideration was given to applications for early retirement on the grounds of redundancy in respect of the above employees within the Social Services Directorate.
RESOLVED -
(1) T H A T the application in respect of P and H be approved on the basis of Scheme E of the Council’s Discretionary Redundancy policy (as set out in Appendix A) and within the financial parameters as set out in Appendix B of this report subject to no suitable alternative employment arising prior to the date of termination and to recommendation 3 below.
(2) T H A T the applications in respect of M and B are approved in accordance with Scheme D of Council’s Discretionary Redundancy policy (as set out in Appendix A) and within the financial parameters as set out in Appendix B of this report subject to no suitable alternative employment arising prior to the date of termination and to recommendation 3 below.
(3) T H A T should alternative employment be found for any of the above employees that the notice be extended to cover any trial period if necessary and Resolutions (1) and (2) be revoked together with the redundancy payment should the trial period(s) prove successful
Reasons for decisions
(1&2) To support the Council in achieving financial efficiencies following the Cabinet decision on 9 January 2017 to cease the internal provision of the Meals on Wheels service.
(3) To ensure that Council’s policies and procedures are followed and that only appropriate payments are made.

(Urgent by reason of the need to consider and determine the application prior to 1st April, 2017 (proposed commencement of flexible retirement arrangements)
Consideration was given to an application for flexible retirement in respect of one employee within the Social Services Directorate.
RESOLVED -
(1) T H A T the flexible retirement of P be approved in accordance with the Council’s Policy, subject to no other circumstances arising in the interim whereby the employment would be terminated for a different reason.
(2) T H A T the use of appropriate delegated powers be endorsed, to enable P to reduce their contracted hours from 37 to 22 hours per week from week commencing 1st April, 2017.
(3) T H A T the retirement of P from the employment of the Council takes place on or before 31st March, 2018.
