165 SENIOR MANAGEMENT RESTRUCTURING: RECRUITMENT AND SELECTION ARRANGEMENTS (MD) -
Senior management restructuring arrangements were approved by Cabinet on 22nd June 2015 for services within the Council's Visible Services and Housing Directorate and Development Services Directorate. As part of the restructuring arrangements three posts were created, all of which were subject to recruitment and selection by this Committee, i.e.:
Director of Environment and Housing Services.
Head of Visible Services and Transport.
Head of Regeneration and Planning.
The rationale for the restructuring arrangements and the purpose and remit of the above posts was as set out in the report to Cabinet on 22nd June 2015.
At the same meeting, Cabinet also approved revisions to the senior management arrangements within the Resources Directorate. This included the decision to invite applications from both the Head of Human Resources and the Head of Performance and Development in respect of the new Senior Head of Service role, which would report direct to the Managing Director.
The above decision mirrored the existing senior roles of Head of Finance and Head of Legal Services and would help provide capacity following the deletion of the role of the former Director of Resources. The changes reflected recommendations from the Hay Group as approved by Council on 17th December 2014.
The proposed recruitment arrangements for all of the positions as set out above were as follows:
Director of Environment and Housing Services
It was proposed to seek an expression of interest (and subsequent application) from the current Director of Visible Services and Housing under discrete ring-fencing arrangements. Such a proposal was in accordance with the Council's Avoiding Redundancy Policy and procedure in that the postholder's current role would be deleted as part of the change process. If an expression interest was unsuccessful, it was proposed that an application be sought by 10th July 2015, with a view to holding an interview by this Committee during week commencing 13th July 2015.
A copy of the job description and person specification was attached to the report before the Committee. The salary for the post would be in accordance with the Council's Director 2 salary level as approved by Council on 24th June 2015.
Head of Regeneration and Planning and Head of Visible Services and Transport
In accordance with the Council's Avoiding Redundancy Policy and procedure, it was proposed to seek expressions of interest (and subsequent applications) for the above posts initially from those employees directly affected as part of the restructuring arrangements.
The above would include all post holders whose post would be deleted from the existing structure, i.e.:
· Operational Manager - Highways and Engineering.
· Operational Manager - Parks and Grounds Maintenance.
· Operational Manager - Leisure and Tourism.
· Operational Manager - Countryside and Economic Projects.
· Operational Manager - Development and Building Control.
· Operational Manager - Planning and Transportation Policy.
It was proposed that applications be sought over the next few weeks with a view to receipt by 15th July 2015. Given the seniority of the posts, the number of potential applicants and the competitive nature of the process it was proposed that initial screening take place at an Assessment Centre prior to final interview by Members.
A copy of the job descriptions and person specifications for each of the new Head of Service posts were attached to the report before the Committee. The salary for the posts would be in accordance with the Council's Head of Service salary level as approved by Cabinet on 22nd June and by Council on 24th June 2015.
It would be necessary to reconvene the Senior Management Appointments Committee at an appropriate point to confirm short listing arrangements and then again to conduct final interviews.
Senior Head of Service - Resources Directorate
The appointment arrangements for the Senior Head of Service role were approved by Cabinet on 22nd June 2015 and were based on the Hay Group recommendations as agreed previously by Council in December 2014.
In accordance with the above, expressions of interest had now been sought from both the Head of Human Resources and Head of Performance and Development, with the closing date for applications set as 10th July 2015. It was proposed that applicants be interviewed by the Committee during week commencing 13th July 2015, with a view to an appointment being made.
Remuneration arrangements for the role were approved by Council on 24th June 2015 and were again based on the recommendations from the Hay Group. This would entail an annual permanent salary supplement of £9,658 in addition to the current Head of Service salary for the successful candidate from the "ring-fenced" officers concerned.
During the general discussion, the Managing Director explained the various processes which would need to be followed in the event of matching being claimed to posts by employees. In the event of a matching claim for the new post of Director of Environment and Housing Services, the matching claim would be considered by the Managing Director and a recommendation regarding such be put before the Committee. In the event of no matching being agreed, the employee concerned would become at risk of redundancy, so the Council’s Avoiding Redundancy Policy would then apply.
The Committee would need to meet again to consider any matching application for the new Director position and to confirm short listing and selection arrangements for the two Heads of Service posts alluded to in the report and then again, to conduct final interviews.
As far as the Senior Head of Service post within the Resources Directorate was concerned, the process had already begun in that (as alluded to above) the two employees concerned had already been invited to submit expressions of interest / applications by 10th July, 2015.
The Committee agreed the date of the next meeting as Wednesday 15th July, 2015 at 13.00. The business would include:
· an update regarding the post of Director of Environment and Housing Services (to advise the Committee whether a claim for matching had been accepted and, if so, to seek ratification by the Committee of the appointment)
· to receive a report on the applications for the new Heads of Services and Operational Manager posts across Visible and Development Services Directorates (it being noted that the Committee would only be responsible for the appointment process for the Heads of Service posts)
· to conduct interviews for the new Senior Head of Service post in the Resources Directorate.
(1) T H A T the recruitment and selection arrangements for the new post of Director of Environment and Housing, as set out in paragraphs 8 to 12 of the report, be approved.
(2) T H A T the recruitment and selection arrangements for the new posts of Head of Visible Services and Transport and Head of Regeneration and Planning, as set out in paragraphs 13 to 17 of the report, be approved.
(3) T H A T the recruitment and selection arrangements for the new Senior Head of Service post (Head of Human Resources or Head of Performance and Development), as set out in paragraphs 18 to 21 of the report, be noted.
