Minutes of a meeting held on 8th June, 2015.

RESOLVED - T H A T the minutes of the meeting held on 25th March, 2015 be approved as a correct record.





Councillor G.A. Cox declared an interest in Agenda Item No. 4, Applications for Financial Assistance 2015/16 in that his wife was a member of Cowbridge Parochial Church Council and took no part in the consideration of or voting on this item.





Consideration was given the applications for grant assistance as set out in Appendix A to the report, the purpose of which the Welsh Church Act fund may make grants was set out in summary at Appendix B attached to the report.


The Committee was also informed with regard to the fund’s revenue estimates for the current financial year which was attached at Appendix C to the report.

(2)       T H A T the application for Llandow Village Hall be held pending a further report regarding the provisions of the full scheme for the Welsh Church Acts Trust and in relation to how neighbouring authorities apply the actual provisions of the scheme to village halls.


Reason for decision


(1)       In furtherance of the objectives of the Trust.


(2)       To further advise the Committee in relation to how the scheme is applied in neighbouring authorities in relation to village halls. 





RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.





The Committee was provided with an update further to the last report of 25th March, 2015 and following completion of the recent marketing exercise.


Committee recalled the report of 29th September where it was resolved that authority be granted to the Director of Resources to instruct Messers Brinsons Fairfax to commence marketing the property at the most appropriate time.


Committee also recalled the update report presented to Committee on 25th March, 2015 which outlined the progress made with the marketing and timeframes involved in the tender process.


Since the last meeting in March, Messrs Brinsons had undertaken a comprehensive marketing campaign.  Three open viewing days were arranged by the agents and a number of interested parties inspected the property during these viewing days.  Particulars were prepared and sent to everyone on Brinson’s marketing list and to those who had previously expressed an interest in the property and logged in the Council database.


The property had also been advertised on both Brinson’s and the Council’s websites.


Seven compliant bids were received by the Council by the tender deadline of 12 noon on 1st May, 2015.  The Committee was informed in relation to the bids received which were a mix of conditional and unconditional offers.  Two bids were received that were uncompliant as received late and therefore disregarded. 


The Committee was informed in relation to the conclusions of the agents for the building.


After consideration of the bids received it was




(1)       T H A T Committee noted the progress made in relation to the marketing of the property and the tender bids received.


(2)       T H A T Committee authorised the Estates Section to accept the unconditional bid made by the third highest bidder and to agree terms and conditions for the disposal of the property, in consultation with the Chairman of the Committee and Head of Legal Services. 


(3)       T H A T Committee authorised the Head of Legal Services to agree, complete and execute all necessary documentation in order to complete the sale.


Reasons for decisions


(1)       To keep Committee apprised of the progress in relation to the marketing of the property and the tender bids received.


(2&3)   To enable the disposal of the property to proceed at the earliest opportunity.




Committee was provided with an update further to the last report in relation to this matter in December 2014 and sought views on whether to dispose of the freehold interest in the land to the proposed Tenants.


The Committee was minded to recall that it had resolved that officers obtain valuer’s advice in order to confirm that the offer provided represented full market value for the freehold interest in the land.


Members were informed of the valuation figures for the land and that the valuation report received had suggested that the offer made was extremely full.


Following consideration of the matter, the Committee


RESOLVED - T H A T the freehold interest in the land opposite St Peter’s Church be disposed of to the proposed Tenants for the sum offered as contained within the report.


Reason for decision


To progress the sale of the freehold of the land, taking into consideration the advice contained from the appointed valuers.
