Report of the Director of Environment and Housing


Recruitment and Selection Arrangements for the Head of Housing and Building Services


Purpose of the Report

  1. To set out the recruitment arrangements for the re-advertised post of Head of Housing and Building Services.


  1. That the recruitment and selection arrangements for the above post and all relevant documentation as set out in this report are agreed.
  2. That a further report is tabled before this Committee on conclusion of the first stage of the recruitment process to permit the 'long list' of candidates to be established.

Reasons for the Recommendations

  1. To ensure the appointment is in accordance with the Council's Constitution.
  2. To allow Committee to consider the full list of compliant applications and agree a suitable number of applicants to take forward to the next stages of the process.


  1. The Senior Management Appointment Committee approved the recruitment process for the post of Head of Housing and Building Services on the 23rd August 2016.
  2. An advert was placed in Inside Housing, Wales online and internal in the Council with a closing date of 19th September 2016. Unfortunately we were unable to shortlist suitable applicants and commissioned a review by Solace which was presented to this Committee on 15th December 2016.
  3. The Committee gave consideration to a report prepared by Solace in Business which set out the outcome of a recent market testing exercise in respect of the above post.  In addition, the Committee received verbal feedback from Mr. Guest from Solace in regard to the specific aspects of the market testing exercise and the possible reasons why the Council had not been able to attract a sufficiently high calibre of candidates for the post when advertising in September 2016.
  4. As part of the above feedback, the Committee also considered options in regard to a future recruitment strategy, marketing the role to open up the audience with a view to attracting "generalist / strategic managerial" applicants and the timing of a future recruitment marketing campaign. 
  5. Having regard to the above, it was resolved - That the 'Solace in Business' report be noted; that the future recruitment campaign be search led and to include specialist and generalist candidates and that a further report be submitted to the Committee early in the New Year seeking agreement on the full details of the amended recruitment and selection arrangements for the post.

Relevant Issues and Options

  1. Based on this feedback and previous discussions, amendments have now been made to the job description, person specification and the advert with the aim of attracting a wider audience. These are attached for the approval of Committee (Appendix A, Appendix B and Appendix C respectively).
  2. On the basis of the above it is proposed to advertise the post in February and to hold final interviews in April. In addition to the re-design of the post requirements to open the role up to a wider professional audience, a recruitment partner will be engaged to ensure that all prospective candidates are advised of the vacancy and actively encouraged to apply.
  3. The advertisement for the post will be placed with the 'Inside Housing' magazine, in addition to the Guardian newspaper, the Vale's web site, Wales On-line and the Job Centre. The advertisement will be supported by a comprehensive 'micro site', where all wider details of the post and the Council will be made available electronically.
  4. Appointment to the post will be on the Chief Officer's terms and conditions of service.

  1. The vacancy is a consequence of the previous post holder having resigned.
