Commission on Public Service Governance and Delivery


Purpose of the Report

1.             To inform Cabinet of the establishment by Welsh Government of a Commission on Public Service Governance and Delivery.


1.             That Cabinet note the establishment of the Commission and await further information by Welsh Government on its remit.

2.             Further reports will be reported to Cabinet as more information becomes available.

Reason for the Recommendation

1.             To notify Cabinet of national developments which may have a significant bearing on the Council and its operation.

2.             To keep Members appraised of further details.


2.             On 18 April 2013 the Welsh Government issued a statement on the establishment of a Commission on Public Service Governance and delivery (Appendix A). 

Relevant Issues and Options

3.             The statement states that the needs of those receiving public services are complex and often met through a range of organisations which "do not fit into organisational boundaries".  It further draws attention to the likelihood that public sector budgets will continue to tighten and demand pressures grow, and that there is therefore a need to examine how services can be sustained and standards of performance raised.  The Commission is intended to provide an opportunity for those who are involved in delivering services, those who are politically accountable for them and the users of them to examine how public service are governed   

4.             Other than the broad areas of responsibility described above, the statement gives no further details of the Commission's remit. 

5.             The statement ends by stating that a further statement will be made to the Assembly on the remit of the Commission, and further details in this regard are awaited.

6.             The statement makes it clear that the Commission will be expected to be inclusive in those it consults as part of its investigation, and it is expected that the Council will have ample opportunity to provide evidence to the Commission in due course. 

7.             Further reports will be brought as more information becomes available.
