Allocation of Seats on Committees


Purpose of the Report

1.             To consider an adjustment to the membership of the Planning Committee and in order, so far as is practicable, to maintain overall political balance in the light of the increase in the Independent Group from 3 to 4 Members. 


That the changes outlined in the report be approved.

Reason for the Recommendation

To comply with the requirements of the Local Government and Housing Act 1989 in terms of political balance.



2.             Section 15(5) of the Local Government and Housing Act 1989 requires that the total number of seats across all Committees should, as far as practicable, reflect the political balance of the Council. 

Relevant Issues and Options

3.             The Independent Group has recently increased in size from 3 to 4 Members as a result of Councillor Mahoney joining the Group.  As Councillor Mahoney had previously been allocated a "share" of seats on Committees despite not being part of a Group, the overall percentage of seats to which the Independent Group is entitled has not changed. 

4.             As far as the Planning Committee is concerned, the Committee currently comprises 19 Members.  However, given the number of important issues which the Committee will be considering in the near future, in particular, the Local Development Plan, it is suggested that the Committee be increased to 21 Members, thereby allowing a greater involvement on the part of Members in such important matters.  Should the increase be agreed, the two additional seats would fall to the Conservative and Independent Groups. 

5.             Appendix A sets out the entitlements to seats across all Committees for each Group. Members are asked to note that the table takes account of the membership of the Public Rights of Way Sub-Committee of the Planning Committee and the appointment of two Members to the Central South Joint Education Service Joint Scrutiny Committee (the subject of the previous agenda item).

8.             The Council, as far as practicable, is required to comply with the requirements of the Local Government and Housing Act 1989 in terms of political balance requirements.
