Report of the Managing Director

 

Use of the Managing Director's Emergency Powers

 

Purpose of the Report

  1. To notify Council of the exercising of Emergency Powers in respect of Council (as opposed to Executive) functions by the Managing Director since the last report in March 2017.

Recommendation

T H A T the report be noted.

Reason for the Recommendation

To inform Council.

Background

  1. The Emergency Powers procedure was approved by Minute No. 95, 2012/13.

Relevant Issues and Options

  1. To note the following:

(a)      At the Annual Meeting, Councillor Rachel Nugent-Finn was appointed to both the Appeals Committee and Early Retirement / Redundancy Committee. However, the Terms of Reference of both Committees prevent a Member being appointed to either Committee should they be appointed to the other. Emergency Powers have therefore been used to replace Councillor Nugent-Finn with Councillor Ben Gray on the Appeals Committee.

(b)      Cllrs Hunter Jarvie and Gwyn John were appointed to the Standards Committee Appointments Panel by Council at the Annual Meeting on 24th May 2017. However, both Members, on being made aware of the applicants, indicated they were closely acquainted to some. Emergency Powers have therefore been used to replace Cllr Hunter Jarvie with Cllr Leighton Rowlands and Cllr Gwyn John with Cllr Sally Hanks on the Panel.

(c)       Councillor Gwyn John to replace Councillor Cllr Jayne Norman on the Joint Consultative Forum.
