Report of the Head of Democratic Services

 

Member Personal Development Interviews

 

Purpose of the Report

  1. To apprise Members of the process for affording Members the opportunity of a Personal Development Interview.

Recommendations

That all Members be afforded the opportunity of a Personal Development Interview, with it being a requirement for all Members in receipt of a Senior Salary.

Reasons for the Recommendations

To comply with the provisions of the Local Government (Wales) Measure 2011.

Background

  1. The Local Government (Wales) Measure 2011 contained a requirement that Local Authorities have in place a facility whereby Members are offered the opportunity to have their training and development needs reviewed on an annual basis. This requirement is accompanied by a provision that an opportunity exists for Members to have a pre-planned interview with a 'suitable qualified person'.

Relevant Issues and Options

  1. As indicated above, all Members will be afforded the opportunity of an interview. The Council's Member Development strategy states that "On an annual basis, the Head of Democratic Services will afford all Members the opportunity of having a Personal Development Interview. As far as Members in receipt of a Senior Salary are concerned, there will be an expectation on them to have such an interview."
  2. Interviews will be conducted by the Head of Democratic Services and, if level of take up is particularly high, the Principal Democratic and Scrutiny Services Officer. The process will have regard to the various Member Role Descriptions, which are contained in the Council's Constitution. Furthermore, they will contribute to Personal Development Plans (which, in turn,) will then be used to inform the Council's ongoing Member Development Programme.

  1. The main implication will be in terms of officer time.

  1. There are no direct implications arising from the report.

Legal Implications (to Include Human Rights Implications)

  1. As set out in the Local Government (Wales) Measure 2011 and alluded to above.

Crime and Disorder Implications

  1. None.

Equal Opportunities Implications (to include Welsh Language issues)

  1. All Members will be afforded the opportunity of a Personal Development Interview.

Corporate/Service Objectives

  1. The undertaking of Personal Development Interviews will assist Members in terms of their decision-making responsibilities, in which they will need to consider the positive and negative impacts on future generations, long term community resilience, economic, environmental and social capital.

Policy Framework and Budget

  1. The Council's Corporate Plan 2016-2020 states that the Values set out in the Corporate Plan will be built into the Personal Development Review processes and Member Development Programme. This is designed to ensure that everyone understands their role and the importance of taking pride in our work, being open and working together to achieve the Council's ambitions.

  1. This is an internal matter and, therefore, no consultation has been necessary.
