4th Quarter Scrutiny Decision Tracking of Recommendations


Purpose of the Report

  1. To advise Members of progress in relation to the Scrutiny Committee recommendations:
  • Municipal Year April 2011 - March 2012 (Appendix A)
  • Municipal Year April 2012 - March 2013 (Appendix B)
  • Municipal Year April 2014 - March 2015 (Appendix C)
  • 4th Quarter January - March 2016 (Appendix D).


  1. That the views of the Committee on the status of the actions listed at Paragraph 5 and in Appendices A to D to the report be sought.

Reason for the Recommendation

  1. To maintain effective tracking of the Committee's recommendations.


  1. An integral part of effective scrutiny is a mechanism for Scrutiny Committees to monitor their recommendations to ensure that desired actions are carried out and where necessary progress is reported back.

Relevant Issues and Options

  1. Appendices A to D attached to this report set out the recommendations of the Scrutiny Committee and Members are requested to review progress against each recommendation, to assess whether further action may be required, ensure the required action is undertaken and to confirm which recommendations are to be agreed as completed.
  2. It is important that decisions of Scrutiny Committees are tracked and monitored as failure to do so could result in a risk that recommended courses of action will not be followed and consequently lost. This would undermine the credibility of the scrutiny process.
  3. A number of the recommendations contained on Appendices A - D have been outstanding for some time, and a review has been undertaken to determine whether they are still relevant.

As a result of the review, the following are proposed:

  • March 2012, Minute 986 - delete in view of the time that lapsed since the recommendation was made;
  • July 2012, Minute 177 - it is proposed that in view of revised DFG Policies, this minute be deleted;
  • July 2012 - Minute 179 - the revised Homelessness Strategy will be brought before Committee when it is available, so it is proposed that this outstanding item be deleted;
  • September 2014, Minute 367 - it is proposed that this outstanding item be included within the Forward Work Programme;
  • February 2015, Minute 843 - it is proposed that this outstanding item be included within the Forward Work Programme.

  1. This report is in accordance with the recommendations of the WAO Democratic Renewal report and acknowledges the recommendations of the review of the Council's scrutiny function.
