Terms and Conditions for Garden Waste Collections

 

Summary of terms and conditions: 

  • Prices for annual garden waste collection subscriptions are listed on our garden waste page
  • If you have signed up for annual garden waste collections, your garden waste will be collected every two weeks between March and November
  • If you have signed up for half-year garden waste collections, your garden waste will be collected every two weeks between August and November
  • If you have an annual or half-year garden waste collection subscription you can book winter garden waste collections between December and February. Winter garden waste collection slots are subject to availability
  • You will need to sign up at least 72 hours (3 working days) before your next collection is scheduled to take place
  • You can cancel your subscription within 14 days of purchase for a full refund
  • Bags must be placed at the edge of your property by 7am on your scheduled collection day, in Vale of Glamorgan green waste bags. Extra bags can be purchased from your local library
  • You can report a missed collection from the day after your collection was due. Missed garden waste collections cannot be reported on your collection day as our crews sometimes work until after 5pm in the evening to finish rounds. Please report missed collections within 2 working days.

Terms and Conditions for the provision of a chargeable garden waste collection service only. 

 

General Terms 

  • The customer agrees to pay the Vale of Glamorgan Council (“The council") to collect garden waste in the customer's green garden waste bag(s) for the period of the customer's subscription. The council reserves the right to vary the cost of the service in annually
  • The council will arrange for the emptying of subscribed green garden waste bags every two weeks, throughout the throughout the duration of the scheme. Prices for annual garden waste collection subscriptions are listed on our garden waste page. The collection period runs from March to November for annual subscriptions, and from August to November for half-year subscriptions
  • A period of 3 working days is to be provided from registration to first collection
  • If the customer moves house within the council, they may move their subscription to the new property at no additional cost. The customer should contact the council via the council’s website or by ringing 01446 700111 to arrange for the permit to be moved to the new address. If the customer moves out of the council area no refunds will be available
  • Subscribers will have the option of a free book and request service from December to February. Places on the free book and request scheme are subject to availability and are limited to subscribers only
  • Households that decide not to join the subscription service will still have the option of taking green waste to their local Household Waste Recycling Centre (HWRC) free of charge
  • The service is for use by single domestic households only. Agents and commercial enterprises can make provision for collection through the Council’s Commercial Waste Service
  • Some property types may not be suitable for collections, and where access is difficult and/or requires a different collection method to that set out above, subscriptions may be refused
  • The council reserves the right to vary these terms and conditions at any time

Collections and Containers 

  • The only container the council will empty garden waste from is the garden waste bag issued by the council
  • It is the responsibility of the householder to purchase garden waste bags from the Council. Additional garden waste bags can be purchased from local libraries
  • The council will not be responsible for any failure to perform or delay in performance of any of its obligations under these terms and conditions that is caused by an “event outside the council's control". If an event outside the council's control affects the council's ability to deliver the service, it will resume normal service as soon as reasonably practicable after the event outside the council's control is over
  • If the customer already receives an assisted collection for other domestic waste collections this will also apply to green garden waste bags and the customer's collection point will remain the same
  • The council reserves the right to alter the collection day/week and will endeavour to provide adequate notice to customers that would be affected by the alteration

 

Acceptable Material 

  • Garden waste bags should only be used for grass cuttings, leaves, plants, weeds, flowers, twigs, hedge trimmings and small branches, grass, leaves, most weeds, plants, flowers, shrub cuttings, hedge clippings, bed bedding used by non-meat-eating animals such as wood shavings.  These items should be placed loose in the customer's green bag
  • Materials not listed as acceptable materials via the council’s website must not be placed in the garden waste bags. If items other than those listed above are found to be in the green garden waste bag it will not be emptied
  • If collection crews report green garden waste bags as contaminated (i.e. containing any unacceptable material), the customer will need to remove offending material in order for the bin to be emptied on the next scheduled collection date

Missed Collections  

  • If the council is unable to empty the garden waste bag(s) because they were not presented at the collection point by 7am, it contained unacceptable material, it was inaccessible, it was too heavy to safely manoeuvre onto the vehicle lifting equipment, the contents were too compacted to eject fully into the vehicle, the customer's bags(s) will not be emptied until the next scheduled garden waste collection date. No refunds will be available if the council is not able to empty the green garden waste bag(s) for these reasons
  • If the garden waste bag was not emptied, you can report a missed collection from the day after your collection was due. Missed garden waste collections cannot be reported on your collection day as our crews sometimes work until after 5pm in the evening to finish rounds. Please report missed collections within 2 working days.
  • If the collection crew report that the garden waste bag was not placed out for collection by the 7am on the day of collection, the council will not return until the next scheduled garden waste collection date
  • If the garden waste bag contains unacceptable material the customer must remove the offending item(s) in order for future garden waste collections to take place.

Cancellation 

  • The customer has the right to cancel the service within 14 days of making payment. After 14 days of ordering the service, the customer can cancel the service but the customer will have no right to a refund
  • If the customer contravenes the terms and conditions the service may be cancelled by the council. In such circumstances no refunds will be available

 

Data Protection 

When the customer signs up to the garden waste collection service the customer will be asked to provide their name, address, email address and telephone number as part of the signup process for a GovService account. The customer's data will be stored securely in line with the Data Protection Act 2018. The council will use customer's data to notify the customer about renewing the garden waste subscription at the end of each scheme year. The council may also use the details to contact the customer about service issues, such as service delays, or cancellations due to bad weather, and scheme contraventions.

About the data you will provide in this form 

You will be asked to enter your name, address and contact details as part of the online form. This is classed as your personal data. We will use the data that you provide to help us deliver a garden waste collection service to you.

 

How we will use your data 

The law allows us to use your personal data to enter into a contract with you to provide a garden waste collection service, to deliver the contract/service after you have signed up and to send to you relevant service messages.

 

Will we share your data? 

The data you provide in the form will be stored in our My Account system. Our waste and recycling team and our customer services team will have access to the data you provide to deliver the service you have asked for and respond to any queries that you may have.  

 

How long will we store your data? 

We will keep your personal data for as long as is necessary to deliver the service you have asked for, and for up to seven years after the end of the subscription scheme year. After this time it will be deleted from our systems. Your My Account data will be stored until you ask us to close-down your account on your behalf.
