APPOINTMENTS COMMITTEE STANDARDS COMMITTEE

 

Minutes of a meeting held on 13th July, 2017.

 

Present:  Councillors B.T. Gray, Mrs. A. Moore and Mrs. R. Nugent-Finn.

 

 

136      ELECTION OF CHAIRMAN -

 

Councillor B Gray was appointed Chairman for the municipal year.

 

 

137      DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

138      MINUTES OF THE APPOINTMENTS PANEL RE STANDARDS COMMITTEE - 7TH JULY, 2017 REGARDING THE APPOINTMENT OF A COMMUNITY COMMITTEE MEMBER TO THE COUNCILS STANDARDS COMMITTEE AND THE APPOINTMENT OF AN INDEPENDENT MEMBER TO SERVE ON THE COUNCIL’S STANDARDS COMMITTEE -

 

The report of the Appointments Panel dated 7th July, 2017 was presented with the Committee being informed that the appointment of a Community Committee Member to the Council’s Standards Committee was required and that following consultation with Town and Community Councils, Councillor M. Cuddy, if he so wished, could be re-appointed for a further term of office.  Councillor Cuddy had also advised the Democratic Services officer that he would be happy to continue if reselected.

 

A letter had therefore been forwarded to all Town and Community Councils following the Local Government Elections with the Monitoring Officer advising that 21 responses had been received in favour of Councillor Cuddy being re-appointed. 

 

Following a query as to the term of office for such an appointment, the Monitoring Officer advised that the regulations state that the term of office shall be no longer than the period until the next ordinary elections for the Community Council, with a Community Council Member being permitted to be reappointed for one further consecutive term.  The Council’s Constitution currently states the term of office shall be no more than four years or the period until the ordinary elections for the Community Council whichever is the shorter.  However, in light of recent changes to Elected Members’ terms of office at Local Government elections, the Monitoring Officer advised that she would be recommending to Council that the Constitution be amended to read “until the next ordinary elections for the Community Council”.

 

The report before the Committee recommended that Councillor M. Cuddy be reappointed as the Community Councillor Representative on the Standards Committee.

 

Having considered the report, the Monitoring Officer’s advice as outlined above, and having been advised by the Monitoring Officer that the Appointments Panel recommendation had been a unanimous decision, it was subsequently

 

RESOLVED –  T H A T Councillor M. Cuddy be re-appointed for a further term of office as the Community Committee Member on the Council’s Standards Committee and that the appointment be made until the next ordinary Community Council  Elections, subject to Council agreeing an amendment to the Constitution to permit such a timescale; alternatively the appointment would be for a term of four years.

 

Reason for decision

 

To maintain representation on the Standards Committee in accordance with legislative requirements.

 

 

139      EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

140      PART II MINUTES OF THE APPOINTMENTS PANEL RE STANDARDS COMMITTEE - 7TH JULY, 2017 REGARDING THE INTERVIEWS FOR THE APPOINTMENT OF INDEPENDENT MEMBERS TO SERVE ON THE STANDARDS COMMITTEE (EXEMPT INFORMATION – PARAGRAPHS 12, 13 and 14  -

 

The Part II minutes of the Appointments Panel meeting held on 7th July, 2017, which had been circulated prior to the meeting, were presented for consideration.  The Monitoring Officer also provided the Committee with a verbal update in respect of the shortlisting process and the interviews that had subsequently been undertaken by the Panel for two Independent Member positions on the Standards Committee.  

 

Having considered the Part II minutes of the Appointments Panel held on 7th July, 2017, the verbal update report provided by the Monitoring Officer at the meeting, in relation to the interviews that had taken place and in light of the advice by the Monitoring Officer that the decisions of the Panel had been unanimous, it was subsequently

 

RESOLVED – T H A T Mrs. P. Hallett and Mrs. L. Tinsley be appointed as Independent Members to the Standards Committee for a period of six years.
