Council meetings will be held in line with the Council's Multi-Location Meetings Policy. These meetings will be live streamed and recorded for subsequent transmission via the Council’s public website. Meetings that are held on hybrid basis will take place in the Council Chamber and online.

Annual Meeting

View Meetings

The Annual Meeting takes place once a year to agree the various roles, responsibilities and committee memberships of Councillors for the year ahead. 

Full Council

View Meetings

The Full Council is a formal meeting of all Councillors. The Full Council is required by law to take certain important decisions, including setting the Council’s budget and Council Tax and approving a number of key plans and strategies, which together form the Policy Framework. It is responsible for all of the functions not the responsibility of the Cabinet.

The Cabinet, made up of the Leader of the Council and seven other Councillors, uses its Executive Powers to make most of the Council's decisions on services, functions and corporate management, including plans and strategies.

Scrutiny: Live Well

View Meetings

This Committee considers topics to support and protect those who need to access Council services as well as creating great places to live, work and visit in the Vale of Glamorgan, for example, Social Services, Leisure Services and Community Safety.

Scrutiny: Place

View Meetings

This Committee considers topics to create great places to live, work and visit in the Vale of Glamorgan as well as respecting and celebrating the environment, for example, Tourism, Waste Management and Climate and nature emergency.

Scrutiny: Start Well

This Committee considers topics with the aim of giving everyone a good start in life, such as, Children’s and Young Peoples Services, Schools, and Community Education.

Scrutiny: Resources

This Committee considers topics to support the Council with being the best Council it can be, such as, Corporate policy and performance, Communications, Customer relations, Finance and capital schemes.

Performance Joint Scrutiny Committee

This is a joint forum bringing together all four existing scrutiny committees (as listed above) into a singular space to monitor the Council’s performance and finances against its Corporate Plan.

 In May 2025, the Council reviewed its Scrutiny Function,  resulting in the Scrutiny Committees listed above. However, the agendas and minutes of our previous Scrutiny Committees are still available.

Governance and Audit

View Meetings

The purpose of this Committee is to maintain assurance in relation the Council’s finances, policies and procedures, making sure they are robust and fit for purpose. As well as keeping track of the Council’s control environment and maintaining it’s risk register.

Planning View Meetings This Committee deals with all matters relating to development and building control, including Planning applications.
Public Rights of Way View Meetings This is a sub-Committee of the Council’s Planning Committee, with delegated powers to consider and determine applications for Footpaths, Bridleways and Restricted Byway Orders.
Licensing - Public Protection View Meetings This Committee determines all licensing matters delegated to the Committee, including applications for Hackney Carriage, Private Hire Vehicles, Street Trading Licences, any other matters of a licensing nature.
Licensing - Statutory View Meetings This Committee determines all matters regulated by the Licensing Act 2003 and the Gambling Act 2005 and maintains any changes to the Council’s Statements of Licensing Policy.
Licensing Sub View Meetings This Committee is a Sub-Committee of the Public Protection Licensing Committee with delegated powers to review and update conditions attached to existing licences, certificates, permits, or consents. 
Democratic Services View Meetings A Committee to keep under review the provision by the Authority of adequate resources to discharge Democratic Services functions and overseeing the Council’s approach to Member Development.
Standards View Meetings A Committee of mostly independent members to promote and maintain high standards of conduct by Councillors, Co-Opted Members and church and parent governor representatives.

Appeals

View Meetings

This Committee will hear and determine appeals against decisions on disciplinary proceedings instituted against Chief Officers (excluding the Chief Executive, Monitoring Officer, Chief Finance Officer and Head of Democratic Services) as well as matters relating to grievance appeals from Chief Officers and from local government reorganisation.

Community Liaison

View Meetings

A Committee to discuss local government matters of mutual concern in attendance with one representative, or nominated substitute, from each Town and Community Council.

Early Retirement & Redundancy

View Meetings

This Committee determines individual applications for Early Retirement, Voluntary Redundancy and Flexible Retirement.

Investigating View Meetings The purpose of this Committee is to determine, with delegated powers on behalf of the Council, all matters of discipline and capability in relation to non-statutory Chief Officers and statutory Chief Officers, with the exception of the Chief Executive, Monitoring Officer, Chief Finance Officer and Head of Democratic Services.
Senior Management Appointment View Meetings This Committee has delegated powers to select, interview and appoint to the Management Structure of the Council and to appoint the lay members to the Governance and Audit Committee.
Shared Regulatory Services Joint Committee View Meetings This Committee focuses on delivering the Environmental Health, Trading Standards and Licensing functions across the Bridgend, Cardiff and Vale of Glamorgan areas.
Trust View Meetings This Committee has delegated powers to consider and deal with matters in which the Council acts as Trustee, except those matters within the terms of reference of the Welsh Church Act Estate Committee.
Vale of Glamorgan Local Access Forum View Meetings The function of the Forum is to provide advice to the Council, Natural Resources Wales, Welsh Government and others as appropriate. Its remit covers the improvement of public access to land in the area for the purposes of open-air recreation and the enjoyment of the area in ways which take account of land management, social, economic, environmental and educational interests.
Voluntary Sector Joint Liaison View Meetings To advise the Council of the needs, views and concerns of the Voluntary Sector as well as to facilitate and promote joint working between the Council and the Voluntary Sector.
Welsh Church Act Estate View Meetings This Committee has delegated authority to administer and manage the Welsh Church Act Estate as vested in the Council.
