Council meetings will be held in line with the Council's Multi-Location Meetings Policy. These meetings will be live streamed and recorded for subsequent transmission via the Council’s public website. Meetings that are held on hybrid basis will take place in the Council Chamber and online.

The Annual Meeting takes place once a year to agree the various roles, responsibilities and committee memberships of Councillors for the year ahead.
The Full Council is a formal meeting of all Councillors. The Full Council is required by law to take certain important decisions, including setting the Council’s budget and Council Tax and approving a number of key plans and strategies, which together form the Policy Framework. It is responsible for all of the functions not the responsibility of the Cabinet.
The Cabinet, made up of the Leader of the Council and seven other Councillors, uses its Executive Powers to make most of the Council's decisions on services, functions and corporate management, including plans and strategies.
This Committee considers topics to support and protect those who need to access Council services as well as creating great places to live, work and visit in the Vale of Glamorgan, for example, Social Services, Leisure Services and Community Safety.
This Committee considers topics to create great places to live, work and visit in the Vale of Glamorgan as well as respecting and celebrating the environment, for example, Tourism, Waste Management and Climate and nature emergency.
This Committee considers topics with the aim of giving everyone a good start in life, such as, Children’s and Young Peoples Services, Schools, and Community Education.
This Committee considers topics to support the Council with being the best Council it can be, such as, Corporate policy and performance, Communications, Customer relations, Finance and capital schemes.
This is a joint forum bringing together all four existing scrutiny committees (as listed above) into a singular space to monitor the Council’s performance and finances against its Corporate Plan.
In May 2025, the Council reviewed its Scrutiny Function, resulting in the Scrutiny Committees listed above. However, the agendas and minutes of our previous Scrutiny Committees are still available.
The purpose of this Committee is to maintain assurance in relation the Council’s finances, policies and procedures, making sure they are robust and fit for purpose. As well as keeping track of the Council’s control environment and maintaining it’s risk register.
This Committee will hear and determine appeals against decisions on disciplinary proceedings instituted against Chief Officers (excluding the Chief Executive, Monitoring Officer, Chief Finance Officer and Head of Democratic Services) as well as matters relating to grievance appeals from Chief Officers and from local government reorganisation.
A Committee to discuss local government matters of mutual concern in attendance with one representative, or nominated substitute, from each Town and Community Council.
This Committee determines individual applications for Early Retirement, Voluntary Redundancy and Flexible Retirement.
