Counter Terrorism

CONTEST is the UK Government’s strategy to reduce the risk of terrorism. It has four main parts: Pursue, Prevent, Protect, and Prepare. The goal is to lower the chance of terrorism so people can live safely and without worry.

Stop people from becoming terrorists or supporting terrorism by: 

  • Challenging extremist ideologies 

  • Helping people who are at risk 

  • Working with schools, doctors, and faith group

2.  Pursue 

Detect, investigate, and disrupt terrorist attacks by: 

  • Using information and intelligence

  • Arresting and charging suspects

  • Working with international partners 

3.  Protect

Strengthen protection from terrorist attacks by:

  • Securing borders, infrastructure, and public spaces 

  • Improving cyber security 

  • Enhancing transport and event security 

4.  Prepare

Mitigate the impact of terrorist attacks that cannot be stopped by: 

  • Building emergency response capabilities 

  • Helping victims and communities 

  • Making sure essential services keep working

What’s new in the 2023 Revision: 

  • Increased focus on extreme ideas, including far right and Islamist extremism

  • Using more data and digital tools to find and respond to threats

  • Emphasis on multi-agency partnerships at local levels
