Counter Terrorism - Prevent

The Government Counter-Terrorism Strategy for 2023 focuses on four key areas, each with clear goals:

  • Pursue: Stop terrorist attacks

  • Prevent: Stop people from becoming terrorists or supporting terrorism

  • Protect: Strengthen our defences against terrorist threats

  • Prepare: Minimise the impact of a terrorist attack

Prevent

The Safer Vale Partnership manages the Prevent Strategy. Its aim is to reduce the threat of terrorism in the UK by stopping individuals from turning to or aiding terrorism.

The Prevent strategy covers all forms of terrorism, focusing on priority threats to national security. Resources will be allocated based on these threats. The strategy has three main objectives:

 

  1. Tackle the ideological challenge of terrorism and its supporters
  2. Help prevent individuals from being drawn into terrorism and provide necessary support
  3. Work with sectors vulnerable to radicalisation

Channel

Channel is a vital part of the Prevent strategy. It identifies and supports individuals at risk of terrorism through a multi-agency approach.

This programme provides early support to those who may be drawn into terrorism via a referral system. Each case is assessed and, if appropriate, sent to Channel. The process includes:

  • Identifying at-risk individuals

  • Assessing the nature and extent of the risk

  • Creating tailored support plans for those affected

The Channel Panel

The Channel Panel was set up in September 2015.

 

It includes members from Community Safety, South Wales Fire & Rescue, South Wales Police, National Probation Services, Social Services, Mental Health, Housing, Education, Youth Services, Immigration, YJESS, and Health.

Workshop to Raise Awareness of Prevent

The Workshop to Raise Awareness of Prevent (WRAP) introduces the Prevent strategy, emphasising support for vulnerable individuals.

 

It aims to raise awareness without causing alarm and links support to broader safeguarding initiatives.
