APPOINTMENT PANEL RE STANDARDS COMMITTEE

 

Minutes of a meeting held on 7th July, 2017.

 

Present:  L. Burnett (Chairman), Mrs. S.M. Hanks, N.P. Hodges, L.O. Rowlands and Mr. A. Jolley (Lay Member).

 

 

(a)       Declarations of Interest -

 

No declarations were received.

 

 

(b)       Appointment of Community Committee Member to the Council’s Standards Committee -

 

Having considered the report of the Monitoring Officer regarding the appointment of a Community Committee Member to the Council’s Standards Committee, the Monitoring Officer advised that following consultation with Town and Community Councils, Councillor M. Cuddy, if he so wished, could be reappointed for a further term of office.

 

Having sought assurance from Councillor Cuddy that he would be willing to be reappointed a letter was forwarded to all the Clerks of Town and Community Councils in the Vale of Glamorgan requesting whether they would have any objection to Councillor Cuddy being reappointed.  The Monitoring Officer could confirm that 21 responses were in favour. 

 

AGREED - T H A T Councillor M. Cuddy be re-appointed as a Community Committee Member of the Council’s Standards Committee and that the recommendation be forwarded to the Appointments Committee of the Standards Committee for approval.

 

Reason for decision

 

To maintain representation on the Standards Committee in accordance with legislation requirements.

 

 

(c)        Exclusion of Press and Public -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

 

(d)       Interview for Appointment of Independent Members to Serve on the Council’s Standards Committee -

 

The Panel had short-listed five applicants at its meeting on 22nd June, 2017 for two positions.  One of the applicants was unable to attend for interview on the day and one had withdrawn.  Three applicants were therefore interviewed.

 

RESOLVED - T H A T two applicants (namely X and Y) be recommended to the Appointments Committee of the Standards Committee for appointment.

Having considered the applications and the suitability of applicants to demonstrate the qualities and characteristics against the criteria as outlined in the advert.
